Background

The overall goal of the BCPR Liaison Office is to support the active and strategic engagement of BCPR, on behalf of UNDP, with Geneva-based UN and other external partners with humanitarian, crisis prevention and recovery mandate. The BCPR Liaison Office serves as the primary interface of UNDP / BCPR with the international community in Geneva on all issues with respect to the Inter-Agency Standing Committee (IASC), its various task forces and working groups including, in particular, the IASC Cluster Working Group on Early Recovery (CWGER) and the IASC Working Group for Preparedness.

CADRI is a UNDP / BCPR supported inter-agency initiative that contributes to UNDP / BCPR's global thematic pillar for disaster risk reduction (DRR), related to the implementation of the Hyogo Framework for Action (HFA). CADRI has three core inter-related functions: knowledge resource and repository on capacity development (CD) for DRR; provision of technical and CD services in direct response to requests for assistance; knowledge exchange and networking for capacity strengthening purposes.

Under the guidance of the Coordinator, Capacity for Disaster Reduction Initiative (CADRI), the Programme Specialist provides programmatic (administrative, technical and programme) support services to CADRI. The Programme Specialist has a backstopping, coordination, liaison and organizational role. The position provides internal, day-to-day programme support related to CADRI's core functions and work and also requires regular interaction with other UN agencies, host country nationals, UN Country Teams, and other international and regional actors.

Duties and responsibilities

Summary of key functions:

• Ensures effective delivery of CADRI's training and advisory services
• Provides information services for capacity development for disaster risk reduction
• Develops and/or adapts tools and methodologies for building disaster risk reduction capacities
• Contributes to the effective management of the CADRI programme, including the design and implementation of resource mobilization strategies.

Ensures effective delivery of CADRI’s training and advisory services, focusing on achievement of the following results:

• Information services for capacity development for disaster risk reduction
• Organization, provision and monitoring of CADRI's training and advisory services
• Development and maintenance of procedures and processes for providing timely and tailored training services at the HQ and field level
• Assessment of requests for support and advisory services for training concept development and for learning delivery systems for global and regional initiatives
• Oversight and technical assistance for the design and development of training courses, workshops, materials package, training modules, consistent with CADRI's training policies
• Relevant tools, approaches and methodologies to support an effective instructional design process for training
• Delivery of training services, including workshop sessions, meeting and course facilitation
• Recruitment and management of consultants and facilitators and maintenance of a roster for this purpose
• Organization and updating of CADRI's training library and files
• Research for new materials and state-of-the-art learning processes and initiatives
• Collaboration with other UN Agencies, i.e. UNISDR, UNSSC, UNOCHA in response to requests from UN country teams for training support
• Participation in UN Learning Manager's Group

Provides information services for capacity development for disaster risk reduction, focusing on achievement of the following results:

• Oversight of the development of promotional and programmatic information materials for CADRI
• Focal point for the implementation of CADRI's information resource and services strategy, working in close collaboration with UNISDR's Information Services Unit
• Supports the establishment and maintenance of collaborative relationships with capacity development networks and platforms, at the global, regional and national levels, as defined in CADRI's information resource and services strategy
• Maintenance of CADRI's webpage including contributing to the redesign of the web-page, regular updates and editing, identifying enhancements to improve the lay-out and links

Develops and/or adapts tools and methodologies for building disaster risk reduction capacity, focusing on achievement of the following results:

• Contribution to the identification of priority topics which CADRI will research, develop and/or document good practices related to capacity development processes
• Contribution to the conceptualization and implementation of initiatives for advancing the development and exchange of good practices for capacity development processes
• Research and evaluation of tools, methodologies and approaches for capacity development for the purposes of information sharing, networking and exchange of experiences and promoting a more coherent and systematic practice of CD for DRR
• Support the management of processes to adapt and customize capacity development tools, tool kits and processes to tailor them to the needs of the disaster risk reduction community

Contributes to the effective management of the CADRI programme, including the design and implementation of resource mobilization strategies, focusing on achievement of the following results:

• Support to CADRI's annual work planning and budgeting process
• Support the financial tracking and monitoring of contracts
• Supervision of project and budget information entry in ATLAS for financial monitoring
• Development and drafting of reports, background and concept papers, presentations, progress reports, strategic position papers, etc.
• Development of strategies and promotional materials for resource mobilization; organization and participation in donor meetings
• Support the monitoring of programme impact and assist evaluations as required

Impact of results:

The key results have an impact on the DRR capacity building support to country offices, and on the performance of support services, processes and teams. They affect the execution of programme or services in functional areas in the region, and the reputation and success of teams. The effective implementation of CADRI will contribute to efficient and successful inter-agency collaboration and to the implementation of the Hyogo Framework of Action (HFA). The key results will have a decisive impact on the capacity of the UN system and partners to support programme countries in the design and implementation of activities to develop capacity for disaster recovery and risk reduction.

Required Skills and Experience

Education:

• A Masters’ Degree or equivalent in disaster management, international relations, development management, education, public administration, sociology, anthropology and philosophy.

Experience:

• At least 5 years of relevant professional experience at the national, regional or international level, including experience in disaster recovery and disaster risk reduction
• Relevant field experience, especially in crisis or post-conflict settings, and in conflict-sensitive programming, would be an asset.

Language Requirements:

• Fluency in English, both oral and written, is required; working language of other UN official language (preferably French or Spanish) is an asset.
