Description:

The Women’s Initiatives for Gender Justice is an international women’s human rights organisation that advocates for accountability for gender-based crimes through the International Criminal Court (ICC) and domestic mechanisms including through the participation of women in peace building and formal peace negotiation processes. The organisation works with women most affected by each of the armed conflict situations under investigation by the ICC.

The organisation has extensive country-based programmes in Uganda, the Democratic Republic of the Congo, Sudan, the Central African Republic and Libya along with advocacy programmes on Kenya, the Ivory Coast and Kyrgyzstan. The organisation has offices in The Hague (the Netherlands), Kampala and Kitgum (Uganda) and Cairo (Egypt). The Senior Programme Officer post is located in The Hague Office.

The organisation is seeking to appoint an experienced Senior Programme Officer (immediate appointment). This is an international call for applications. Work visa, residency documentation and related expenses will be coordinated and provided by the organisation.

Responsibilities:

As a direct report to the Executive Director, the Senior Programme Officer will provide strategic technical and programmatic oversight for development and implementation of the strategic initiatives and programme streams. The duties of the SPO include, inter alia the following:

• Oversee and manage the delivery of programmes, activities, field operations and strategic events.
• Oversee and manage the development and implementation of annual work plans in relation to the current multi-year strategic plan.
• Oversee and manage the development of technical and policy activities.
• Oversee implementation of programme-related communication strategies.
• Oversee and coordinate implementation of the performance monitoring and evaluation system.
• Responsible for the recruitment and management of programme and legal staff.
• Oversee programme cycle management and quality control for programme areas.
• Develop funding proposals and donor reports as lead technical writer.
• Responsible for development and management of the annual programme budget in cooperation with the Finance and Administration Manager.
• Assist Executive Director with managing interactions with the Board of Directors, donor relations and stakeholder partnerships.
• Represent the organization at public events and meetings with the ICC and at seminars, conferences and NGO meetings relevant to the organization’s work and mandate.

Requirements:

• University degree required and advanced university degree preferred in international development, project management, gender studies, public health, social science, law or other related field.
• 20+ years of experience in programme design and delivery in relevant fields.
• 10 + years of progressively responsible experience in staff management and leadership roles including experience in leading organisation-wide planning processes, managing programme design and implementation, and advanced personnel practices.
• Experience working in a developing country – preferably in countries in conflict and/or post-conflict.
• Prior experience with troubleshooting, strengthening and scaling-up country operations in complex and politically charged situations with multiple partners.
• Strong track record in fundraising, excellent proposal writing skills and strong experience coordinating donor reports and related documentation.
• Proficient in the management of large grants and contracts.
• Excellent communication, negotiation and public relations skills.
• Familiarity with international guidelines and standards for programme planning.
• Proven skills developing and implementing strategy and business plans; and experience working with a Board of Directors or other governing bodies.
• Self motivated with the ability to meet tight deadlines.
• Flexibility and initiative, demonstrated ability to be proactive and resourceful.
• Experience managing staff and ability to work in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.

Knowledge of Languages:

• Excellence in written and spoken English is essential. Knowledge of French and/or Arabic would be considered an asset but is not required.

This is a full time post with a competitive salary package and entitlements. A relocation allowance is provided as well as an airfare to The Hague from the country of residence. Work visa and residency documentation and related expenses will be coordinated and provided by the organisation.
