Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 175 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Division of Concepts and Planning is responsible for strategic planning, the development and promotion of safeguards concepts and policy, the coordination of research and development activities, the implementation of the quality management system of the Department, and the provision and development of training.

The Section for Process Design is one of four sections in the Division of Concepts and Planning. Within the framework of the implementation of an ISO 9001 compliant quality management system in the Department, the goal of which is to improve effectiveness and efficiency, the Section is responsible for designing processes to implement new concepts and approaches, implementing methods to measure process performance and producing guidelines for their implementation. The Section supports process improvement activities in the Department by leading and/or facilitating continual process improvement groups and delivering training in quality management tools and techniques to staff in the Department. The Section is also responsible for managing the management system document repository, running the internal quality audit programme and coordinating the implementation of knowledge management in the Department.

Main purpose

As a member of a team led by the Section Head, the Senior Safeguards Analyst designs processes to implement new safeguards concepts and approaches; develops methods for measuring performance of new and existing processes; implements methods for continuous improvement of internal processes including leading process improvement groups; runs internal quality audits; supports the departmental document management system; and contributes to departmental efforts to manage knowledge.

Role

The Senior Safeguards Analyst plays several key roles in the Section: (1) an expert providing advice on where safeguards implementation could be made more effective and efficient; (2) an analyst designing new processes or improving existing ones taking into account the safeguards objectives and the needs of the Operations Divisions, and assessing the results obtained; (3) an adviser or trainer providing support to the Department to help improve and standardize safeguards processes and ensure compliance with safeguards management and technical requirements, quality management principles and the legal framework.

Partnerships

The Senior Safeguards Analyst works closely with colleagues throughout the Safeguards Department and throughout the IAEA to ensure that policies and guidelines produced conform to safeguards management and technical requirements, quality management principles and the legal framework. He/she works closely with management and staff of the Department, and leads teams of technical specialists and managers in driving forward process improvement, corrective action, and internal quality audits. Furthermore he/she negotiates with other Departments and Offices within the IAEA in order to collaboratively develop and implement IAEA-wide quality management policies, approaches, and practices including knowledge management.

Functions / Key Results Expected

  • Provide expert advice and guidance to colleagues in the Section and elsewhere in the Department regarding improvement of the effectiveness and efficiency of safeguards implementation and consistency with quality management principles.
  • Design new processes and ensure that the relevant documentation is produced.
  • Improve existing processes and quantify improvements through continual process improvement and the corrective and preventive action processes.
  • Contribute to the departmental quality management system through leading process improvement groups, participating as an internal quality auditor or providing advice.
  • Advise on and contribute to knowledge management activities in the Department.
  • Contribute to the development of the quality management system infrastructure, including the maintenance of the document repository, and provide training and advice on the use of QMS tools and techniques.
  • Support the Section head in planning, organizing, and supervising the work and deliverables of the Section.
  • Serve as the Alternate Departmental Quality Manager coordinating the implementation of the departmental QMS and advising the DDG on quality issues.
  • Perform safeguards inspections, carry out complementary access and undertake other in-field verification activities.

NOTE: The Senior Safeguards Analyst may perform his/her work in areas involving exposure to radioactive materials. Therefore, as a radiation worker, he/she is subject to an appropriate monitoring programme, in accordance with the IAEA's Radiation Protection Rules and Procedures.

Knowledge, Skills and Abilities

  • Strong leadership skills, so as to provide effective guidance to a team of professional and support staff, and to members of departmental improvement groups, and coordination working groups and committees.
  • An in-depth knowledge of the nuclear fuel cycle.
  • Familiarity with the legal framework of IAEA safeguards and reporting procedures.
  • An in depth knowledge of quality management principles and practices, including knowledge management.
  • Ability to interpret procedures and guidelines and adapt them to complex situations.
  • Ability to understand complex problems and develop innovative solutions.
  • Ability to work effectively as a leader or member of a multicultural team with sensitivity and respect for diversity.
  • Ability to establish and maintain effective partnerships within the Department of Safeguards.
  • Communication skills: Good presentation skills and ability to deliver training.
  • Ability to take the initiative and make appropriate decisions.
  • Demonstrated ability to write clear and concise plans, reports and analytical documents.

Education, Experience and Language Skills

  • Advanced university degree in physical sciences or engineering and training/experience in quality management.
  • Minimum of 10 years of working experience in the nuclear field or related field.
  • Demonstrated experience in establishing and implementing quality management systems (ISO standards desirable).
  • Demonstrated experience in responsible positions involving management of technical projects.
  • Demonstrated experience in designing and implementing process improvement tools and knowledge management experience.
  • Experience in the organization and conduct of working groups and technical meetings.
  • International safeguards experience.
  • Demonstrated experience of writing reports and/or documenting processes.
  • Fluency in written and spoken English. Knowledge of other IAEA official languages (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $39 237*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
