Team Leader and Trade Policy Adviser , Makati City

We are seeking expressions of interest for an upcoming EU funded project in the Philippines. The objective of the programme is to contribute to the Philippines' integration into the international and regional trading and investment system, thereby strengthening economic development, inclusive growth and poverty reduction.

The purpose is to enhance the capacity of selected government agencies and private sector organisations to facilitate further integration into the international and regional trading and investment system.

Timing:

The TA Project Coordinator/Team Leader will be deployed in the premises of DTI in Makati,Metro Manila to support programme co-ordination activities. The other experts will be deployed in the premises of the respective agency implementing the TRTA 3 components and according to where a specific activity takes place.

Commencement date & Period of implementation

The intended commencement date is (indicatively) 1 November 2012 and the period of implementation of the contract will be 45 months from this date.

SELECTION CRITERIA

Qualifications and skills

(1) A Master’s Degree or equivalent in economics, international trade, law, business administration or a discipline related to the issues covered in the programme

(2) Very good knowledge of trade and economic integration issues, in particular of ASEAN and EU integration policies as well as the WTO;

(3) Proven experience in the management of international teams of experts of different technical backgrounds;

(4) Proven organisational, communication, mobilisation and change management skills;

(5) Proven ability to develop solid partnerships with high level officials in order to achieve project results.

(6) An excellent verbal and written command of English is essential.

(7) Previous experience in the Philippines or in an ASEAN context would be advantageous

General professional experience

(8) Preferably more than 15 and a minimum of 10 years professional experience related to the management and coordination of a complex programme of this nature through an international organisation, an international consulting firm or in a government context in at least two countries; Relevant professional experience in Asia, in particular ASEAN would be an added advantage.

Specific professional experience

(9) Proven knowledge of project management procedures and financial regulations, preferably through management of EU-funded technical assistance projects of similar size and/or contractual value;

(10) Management of projects involving at least one, preferably several technical aspects covered under TRTA 3: i.e. trade policy, competition policy, technical standardisation, sanitary and phytosanitary conformity, trade facilitation. Involvement in policy development and trade negotiation process is particularly valuable.

(11) Substantial experience in advising governments on international trade and economic integration issues
