UNICEF Human Resources Assistant (GS-5), DHR, New York

Purpose of the Position

Under the general supervision of the Human Resources Officer, provides support within the Global Service Centre by maintaining monitoring reports and ensuring that timely action is taken on contractual status and continuation or discontinuation of entitlements and allowances in accordance with UN Staff Rules and Regulations and UNICEF's policies and procedures. Performs a variety of relatively complex clerical duties related to the administration of the office, including the issuance of ground passes, employment verification letters, issuance of UNLP, etc.

Key Expected Results

  1. Monitors staff member's personnel records to determine entitlements and allowances upon change in their personal or official status and takes necessary administrative action, i.e., preparation of detailed administrative letters, contractual status, marital/dependency status, Mobility and Hardship Allowances, etc.

  2. Maintains and takes appropriate action on staff entitlements and profiles in SAP-HR.

  3. Draft correspondence to follow-up on staff contractual status and request recommendations.

  4. Maintains a computerized reporting system for effective monitoring purposes and to ensure timely and accurate execution of actions.

  5. Keeps abreast of changes in personnel policies and procedures in order to issue appropriate action through review of policy and participation in divisional/sectional meetings.

  6. Prepares employment verification letters, issuance of ground passes, liaises with the Travel Unit on issuance/renewal of UNLP and travel authorization.

  7. Respond and provide accurate and complete information to incoming correspondence and inquiries in accordance with policies.

  8. Carries out general administrative/clerical support duties.

Qualifications of Successful Candidate

  • Completion of Secondary education (ie. High-School Diploma) required; Must pass the UN ASAT (Administrative Support Assessment Test) in English (please mention in your cover letter whether you passed this exam).
  • Five years of overall work experience required. Previous hands-on experience in HR administration, benefits & entitlements within the UN system or any other large organization with established HR system, policies and procedures is considered highly desirable.
  • Knowledge of HR-related systems (VISION SAP-HR), UN Staff Rules and Regulations, UNICEF HR policies and business processes in entitlement administration is considered an asset.
  • Fluency in English (writing and oral) is required and working knowledge of French and/or Spanish is desirable.
