Chemonics Public financial management risk specialist

Chemonics seeks senior- and mid-level international and developing country public financial management risk assessment specialists for an anticipated Global Risk Assessment and Management Services Mechanism. These specialists will provide technical assistance in applying the USAID Public Financial Management Risk Assessment Framework (PFMRAF) to counterpart agencies on behalf of USAID missions and operating units worldwide. We are looking for individuals who have a passion for making a difference in the lives of people around the world.  Short-term assignments may involve any of the following technical areas: 
  • Public financial management risk assessment
  • Budget planning and formulation
  • Budget authorization and appropriation
  • Accounting
  • Financial reporting
  • Treasury and cash management
  • Procurement and contracting, including contract administration
  • Audit and control
  • IT systems for financial management
  • Democracy and governance, technical and institutional aspects of public financial management and project management
Qualifications: 
  • Bachelor's degree required; master's degree in relevant field preferred
  • At least one of the following credentials (U.S. or foreign equivalents): Certified Public Accountant, Certified Internal Auditor, Certified Purchasing professional, Project Management Professional, Certified Treasury Professional, or President's​ Malaria Initiative - Risk Management Professional​
  • Minimum five years of experience in finance-related field required; additional experience potentially required for certain positions
  • Expertise in the areas of PFMRAF, audit, fiscal management, or procurement and supply logistics preferred
  • Ability to build the capacity of local partners 
  • Experience working with nongovernmental organizations, national and local governments, and the private commercial sector 
  • Demonstrated leadership, versatility, and integrity​
  • Proficiency in English required; proficiency in other relevant languages desirable
