Associate Director, Food Security
The Associate Director, Food Security supports the management, growth and quality of SC’s food security programs and portfolio. He/She works with Livelihoods, Health/Nutrition and Commodity Management colleagues to develop quality food security-related programs in emergency, transition and development settings. With the Livelihoods Department Senior Management Team (SMT), the Associate Director represents SC to the donor community, notably, but not limited to, USAID, Office of Food for Peace (FFP), and the US Department of Agriculture (USDA). The Associate Director also ensures and facilitates timely and thorough reporting and communication between Title II and Food for Progress grant recipient country programs and Food for Peace and USDA, respectively.
Responsibilities
Project Monitoring and Support
Oversees compliance for a portfolio of Title II and other food security grants with assistance from the Senior Director, Food Security and Livelihoods, and collaborating staff from Department of Health and Nutrition and CMU. Provides technical support to Country Offices (COs), in-country and from HQ, including assistance to both programmatic and administrative performance needs. Maintains regular communication with donors, especially USAID/FFP and USDA, to ensure transparency and efficiency of plans, reports and actions. Collaborates with Public Policy and Advocacy to convey Department of Hunger and Livelihood's input and prioritization of policy/legislative actions that may influence timing and availability of Title II and other resources for food security programs. In coordination with the technical team, monitors new developments in the area of food aid and food security-related programming and creates and shares frameworks, approaches and work plans enabling COs to take best practices to scale. Represent Food Security portfolio, as needed, at meetings involving USG-funded cooperating agencies, multi-lateral organizations, donors, and other PVOs. Be the key point of contact for donor on resources provided to SCI and ensure timely and effective communications to donors on matters related to their resources.
Monitor procurements to ensure compliance and appropriate completion. Negotiate, prepare, and process budgets, including annual Title II PREP budgets, and amendments as necessary. Work with Finance and relevant DHL technical staff leads to monitor rate of spending in COs and SCUS Home Office including charges such as personnel, travel, consultancy, subgrant agreements, and troubleshoot and escalate as needed. Monitor the implementation of SCUS projects, identifying issues and risks, working with SCI and relevant technical leads to resolve them or escalating them as required.

Support Country Offices in starting up new SC US-funded projects
Coordinate the preparation and submission of required donor reports, especially but not limited to Annual Results Reports, Resource Requests for all Title II-funded programs and Logistic and Monetization (LogMon) reports for all USDA-funded programs, working with Country Offices to produce the reports and coordinating with technical staff to ensure the content reviews are undertaken as appropriate.
Coordinate with Finance, Country Offices and relevant technical teams as applicable to ensure all project closeouts are managed effectively and that all issues are resolved.
Requirements
Five to eight years or more experience in international development, including experience with Title II and other food security programming. Thorough understanding of Title II regulations, MYAP development, and monetization regulations, procedures and processes. Experience in project management and compliance with donor requirements. Experience in budget management and financial analysis. BA required; relevant Master's degree desired. Overseas experience preferred Advanced level of knowledge in programs related to food and hunger programming and policy. Ability to play a strong support role in developing programs, proposals, and policies. Excellent written and oral skills in English; articulate. Ability to work under tight deadlines, manage multiple tasks simultaneously, and effectively work with multi-cultural teams. Relevant languages highly desirable (e.g., French, Portuguese and Spanish). Knowledge of USG rules and regulations, including those specific to Title II. Excellent MS Excel skills.
