SENIOR FINANCIAL AND MARKET ANALYST

The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No 4 of 2006), Gas Act, 2001 (Act No 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. The Energy Regulator wishes to recruit personnel with appropriate competencies in the following areas:

SENIOR FINANCIAL AND MARKET ANALYST

Department: Gas Pricing and Tariffs (GPT)
Package: R401 830.33 – R714 145.82 per annum (CTC) • (Ref. HR 045)

Requirements: â€¢ A Bachelor’s degree in Accounting/Economics or Finance • A minimum of 6 years’ working experience that could be applied to Piped-gas Pricing and Tariffs.
Candidates must be competent in the following: â€¢ Modelling and spreadsheets • Report writing • Interpersonal skills • Computer skills • Analytical skills • Communication (verbal and written) skills • Time management.

Key responsibilities: Reporting to the Head of Department: Gas Pricing and Tariffs, the successful candidate will: • Implement the Regulatory Reporting Manuals • Determine and monitor piped-gas pricing and tariffs • Monitor all Gas Tariff Agreements and ensure compliance with the guidelines for transmission and storage tariffs • Develop and implement a methodology to approve maximum prices of piped-gas for all classes of customers as required by the Gas Act • Administer the pricing provisions of Schedule One to the Agreement and the Piped-gas Regulations • Ensure economic modelling of all pricing and tariff requirements • Conduct economic analysis of piped-gas licence applications • Draft position papers on specific matters relating to piped-gas regulation • Compile reports and submissions as required • Assist in the development of processes, procedures and systems to regulate the piped-gas industry, particularly rules for piped-gas.
