Child Youth Protection and Development (CYPD) Coordinator

Working in coordination with the humanitarian community, IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. Our activities focus primarily on the supply of vital medications and medical equipment, non-food items, water and sanitation and women and children’s protection, and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq and the region that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.
SCOPE OF WORK: The CYPD Coordinator will be responsible for implementing and managing existing education and child protection activities in camp settings and urban centers, and for planning and launching new education and child protection programming. The CYPD Coordinator will be based in Antakya, Turkey and coordinate closely with the IRC CYPD technical unit at the global level. S/He will work closely with in country security focal point and the Senior Regional Safety and Security Advisor (SRSSA) as required. S/He will report to the IRC Turkey Deputy Director of Programs.
RESPONSIBILITIES:
Key Responsibilities
• Work closely with the in-country security focal point and regional security advisor to determine permissive areas for IRC education and protection work. • Coordinate activities and represent IRC with key actors in the education and protection area, including INGOs, ACU and Syria-based partners as appropriate. • Coordinate and manage the program activities consistent with donor requirement and IRC program framework and in close coordination with technical units. • As practical, extend education and protection programming inside Syria, including recruitment and training of staff. • Play an active role in the Education and Child Protection Working Groups.
Program implementation • Supervise and provide technical support to the team in the implementation of education in emergency activities. • Supervise and provide technical support to the team in the implementation of child protection in emergency activities, particularly regarding the implementation of case management activities and parenting skills training in accordance with international child protection standards. • Supervise the implementation of the CP IMS and the ensure the respect of data security standards • Supervise and support the organization of distribution of materials • Provide technical support to the Child Protection Working Group coordinator.
Human Resources Management • Manage, supervise and build the capacity of all staff in the IRC Turkey CYPD Program. • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. • Overall responsibility for staff timesheets, work plans, vacation schedules, and staff training/development activities • Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff and as a part of the annual Performance Review and Planning Process • Adhere to and act in accordance with the IRC Global HR Policies and Procedures • Adhere to and serve as a champion of the IRC Way Standards for Professional Conduct
Grant Monitoring & Partner Management • Select and implement appropriate monitoring and evaluations systems; analyzing results to ensure and enhance program effectiveness and quality. • Assure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources. • Actively contribute to proposal writing and strategy development
Other • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs • Any other duties as assigned by the supervisor to enable and develop IRC programs
Professional Standards • All IRC staff are required to adhere to the IRC Way Standards for Professional Conduct and the IRC country employment policies.
REQUIREMENT • Postgraduate degree in International Development, or similar relevant social science. • Excellent professional track record with at least three years of international management level experience within NGO leadership working in child protection and/or education in emergency / humanitarian program implementation in conflict or immediate post conflict environments. • Previous experience managing programs financed through US, EU, UN and private foundations, with previous within competitive RFA/P environments a plus • English fluency required. • Arabic language skills an advantage. • Proven experience supervising and providing case management services and support; • Strong written and oral communication skills, effective in representation and liaison with external parties.

OTHER The position will be based in Turkey with frequent travels within the region and shared housing is provided.
