TERMS OF REFERENCE
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff.
Consultancy - Protection Case Manager, Amman Jordan
PURPOSE As a consequence of the ongoing conflict in the Syrian Arab Republic, the Agency has been increasingly receiving individual requests for assistance and protection from Agency beneficiaries from both within Syria and in neighboring countries, including Jordan, Lebanon and Egypt. The Agency’s responses to such requests include internal referrals to relevant Agency departments (e.g. protection focal points, relief and social services, etc.) and external liaison with relevant partners and stakeholders. The Agency’s overall response to the assistance and protection needs of UNRWA beneficiaries in relation to the conflict in Syria is coordinated through the Office of the Deputy Commissioner General.
In order to enable the Agency to enhance the effectiveness of its efforts to meet the needs of UNRWA beneficiaries who are requesting the Agency’s assistance as a result of the armed conflict in Syria, UNRWA seeks the services of a Protection Case Manager.
DESCRIPTION OF DUTIES AND RESPONSIBILITIES Under the direct supervision of and reporting to the Agency’s Deputy Chief of Staff, who serves as the Head of the UNRWA HQ Syria Response Unit, and in close cooperation with the Senior Protection Coordinator and other protection focal points within the Agency, including its Field Offices, the incumbent will:
• Develop, administer and maintain a protection case management database and case tracking system. The database includes details of individual protection-related matters reported to the Agency by Palestine refugees and other beneficiaries within Syria and those fleeing the conflict in Syria located in neighboring countries (PRS); • Refer recorded protection-related cases to relevant interlocutors within the Agency and assist in responding to the cases using a variety of appropriate channels, including through verbal and written liaison with internal and external interlocutors; • Communicate directly with PRS with respect to cases recorded and maintained in the protection case management database; • Follow-up on Agency responses and interventions with respect to recorded protection-related cases, to ensure that each case is adequately dealt with; • Draft periodic reports based on the information collected in the protection case management database for presentation to the Agency’s Advisory Group on Syria and other relevant stakeholders; • Any other task assigned by the Agency’s Deputy Chief of Staff or Senior Protection Advisor.
ESSENTIAL QUALIFICATIONS AND EXPERIENCE • A university degree from an accredited educational institution, in social science, political affairs, international relations, law or a related field; • Four years of relevant experience; • Excellent command of written and spoken English; • Excellent command of written and spoken Arabic.
COMPETENCIES • Excellent verbal and written communication skills, with demonstrated ability to tailor language, tone, style and format to match the audience; • Familiarity with case-management systems and databases, such as Excel or Access; • Familiarity with human rights and protection issues; • Excellent organizational skills, independent, disciplined, with initiative and an ability to work under pressure and to prioritize effectively; • Knowledge and understanding of the Palestine refugee situation in the political context of the Middle East and specifically Syria is desirable; • Ability to work collaboratively and effectively in a multicultural environment; • Ability to treat clients with dignity, respect and confidentiality; • Demonstrated ability to handle sensitive situations diplomatically.
ADDITIONAL INFORMATION The incumbent is required to reside at the duty station and may be required to travel occasionally to other fields in the course of his/her duties.
CONDITIONS OF SERVICE • The duration of the assignment is for twelve (12) months, starting as soon as possible. • The incumbent will be based in Amman, Jordan; • Remuneration for this consultancy will depend on the qualifications and experience of the candidate. In addition to the fees, the consultant will be paid travel subsistence allowance (TSA) to cover costs of accommodation and other expenses.
