NATIONAL PROJECT MANAGER: CONCENTRATING SOLAR POWER TECHNOLOGY TRANSFER FOR ELECTRICITY GENERATION IN NAMIBIA (CSP TT NAM) PROJECT

Background

Under the overall guidance and direct supervision of the National Project Director (NPD) of the Concentrating Solar Power Technology Transfer for Electricity Generation in Namibia (CSP TT NAM), the National Project Manager (NPM), will be in-charge of co-ordinating the day-to-day management and operations of the project, ensuring high quality, efficient and effective project delivery. The NPM shall report directly to NPD. He/she shall liaise directly with designated officials of the Ministry of Mines and Energy (MME), Renewable Energy and Energy Efficiency Institute (REEEI), UNDP Country Office, the Global Environment Facilities (GEF) Operational Focal Point, the existing and potential additional project co- financiers and others as deemed appropriate and necessary by the PMU. The budget and associated work plan will provide guidance on the day-to-day implementation of the approved Project Document. He/she shall be responsible for delivery of all substantive, managerial and financial reports from and on behalf of the Project.
 

Duties and Responsibilities

The National Project Manager will ensure the delivery of the following outputs as per the project immediate objectives, amongst others:
  • Oversee the day-to-day planning, implementation and monitoring of project activities according to the Project Document (ProDoc) and project log frame;
  • Act as the Secretary of the Project Steering Committee (PSC);
  • Prepare Standard Progress Reports (quarterly and annual), annual work plans and budgets; facilitate necessary audits and evaluations (both mid-term and terminal), and any other necessary documentation required by UNDP, MME and the PSC, and recommendations to the Project Steering Committee;
  • Allow for effective communication and decision-making between the PSC, UNDP, MME and all stakeholders to ensure ongoing stakeholder cohesion and effective process management;
  • Develop a common understanding of what is needed to expedite the execution of the project with all stakeholders;
  • Review and advise on the main outputs of the project;
  • Assist with the preparation of a project monitoring and evaluation plan;
  • Assist with minute taking and capturing and incorporating recommendations from PSC meetings into project execution and monitoring and evaluation plan;
  • Monitor the project’s progress towards the attainment of the project outcomes and objectives, in particular achievement of the project’s global environmental benefits (i.e. GHG emission reductions);
  •  Assist the NPD in strategic management and overarching implementation of the project and achievement of its goals
  • Coordinate and manage the project’s Inception Workshop and preparation of the Inception Report;
  • Lead efforts to assist MME on CSP planning mechanisms (Output 2.2) and drafting regulations to promote the development and operation of CSP plants (Output 2.3);
  • Support timely progress of activities and project implementation as per the ProDoc (or agreed changes to ProDoc
  • Support the completion of evaluation reports (midterm, terminal etc.) to MME and UNDP/GEF, including elaboration of management responses;
  • Prepare and approve Terms of Reference for consultants and subcontracts and for equipment procurement,
    Manage disbursement of funds, maintenance of accounts as per requirements of UNDP guidelines, and provide inputs to internal and external audits;
  • Liaise with counterparts and main stakeholders to ensure their roles are appropriately integrated into the project as envisaged;
  • Delegate responsibilities to the appropriate Project officers;
  • Monitor the work of the agencies involved in managing specific components and outputs.

Required Skills and Experience

Education:
  • Masters’ degree in Engineering of Natural Sciences in a relevant area such as Renewable Energy and Energy Efficiency, Energy management, Economics, Business or Public Administration, or related fields.
Experience: 
    • At least five (5) years of experience in the Renewable Energy and Energy Efficiency industry or climate change mitigation sector and working knowledge of the Namibian energy sector with extensive contact in the public and private sectors and civil society organizations;
    • Past experience with Concentrated Solar Power technologies is advantageous;
    • At least three (3) years work experience at senior management level with demonstrable project level management skills and ability to coordinate activities involving a large contingent of professional consultants drawn around the country and/or internationally;
    • Experience in donor-supported international cooperation and projects is an advantage; and
    • Demonstrable skills in Information Technology, including use of Word Processing, Power Point, spread sheets, e-mail and internet.
      Language:
      • Fluent in written and spoken English.
