DIRECTOR: ELECTRICAL AND MECHANICAL ENGINEERING

Remuneration: Negotiable (all-inclusive package)
Requirements:
  • At least NQF 7 (Higher degree: Honours, BTech degree with postgraduate certificate) in BSc Electrical Engineering or BIng Electrical relevant to this Senior Management position
  • Mechanical Government Certificate of Competency
  • Electrical Government Certificate of Competency
  • Registered as a Professional Engineer or Professional Engineering Technologist with the Engineering Council of South Africa
  • Minimum of 5 years' Middle Management level and 2 years' Senior Management level experience, preferably in Local or Provincial Government
  • Certificate in Municipal Financial Management (ID 48965)
  • National Diploma in Public Finance Management and Administration (ID 49554)
  • Computer literacy
  • Valid Code EB driver's licence
  • Knowledge of Local Government policies and legislation
  • Competent person in terms of the General Machinery Regulation published under GN R257 in GG 30829, dated 7 March 2008.
Key performance areas:
  • Provide leadership, management and strategic direction to ensure a value-added and efficient delivery of electrical services such as: * Planning and project management * Street- and high-mast lights * Garage and fleet management * Mechanical workshop * 11kV and 6.6kV distribution networks * Electricity capacity of 40MVA
  • Plan, direct and manage directorial functions of the Directorate effectively and efficiently
  • Implement Council resolutions in a timely manner and follow up on directions given
  • Formulate and implement the directoral Integrated Development Planning
  • Be responsible for directoral budget preparation and management
  • Develop and implement directoral service delivery and the Budget Implementation Plan
  • Maintain the directoral performance management system and annual reporting
  • Be responsible for directoral human resource development and management and supervision of departmental staff, including industrial relations
  • Communicate effectively with all persons and organisations concerned
  • Attend and implement Council and Mayoral Committee meetings and submit reports.
