Australian Government support to the PNG education sector includes direct financing, procurement, scholarships and technical assistance. A major focus of technical assistance is the provision of high quality capacity development to the National Department of Education (DoE) to help sustain the gains the Department has recently made towards achieving Universal Basic Education.
This role is based in Port Moresby, PNG, and is a contract position up to 30 September 2014, with a potential two-year extension.
The DoE is seeking an EMIS Adviser to provide advice and support to the Government of Papua New Guinea at national and sub-national levels on the education management information system, including analysis and use of data for policy and planning. The EMIS Adviser will supplement and facilitate the capacity of the DoE in this area, through providing direct support and capacity building to the relevant sections.
The Adviser will be responsible for the following outcomes and deliverables:
  1. Strengthened capacity of education staff at the national and provincial levels in the management and use of EMIS
  2. Strengthened organisational arrangements at the national and provincial level to support the management and use of EMIS through development and implementation of a Monitoring and Evaluation Framework
  3. Improved data quality through training national and provincial EMIS staff to utilise data quality reporting tools, and developing further strategies where required to detect data anomalies and handle non-responses
  4. Increased capacity of the EMIS and Statistics unit to generate key indicators, based on quality assured data, and to update the EducationInfo and new dashboard applications; (This activity will be supported through training from the DevInfo software vendor)
  5. Strengthened EMIS reporting and improved use of EMIS at national and sub-national levels to support development, strategic and financial policy at the national level and improved program planning/management at the provincial/school level
  6. Effective coordination with central government agencies and other relevant stakeholders to improve dissemination of information
  7. Increased capacity of DoE EMIS and Statistics unit to research, analyse and interpret data and inform policy development
  8. Assist with the rollout of EMIS software to provincial education offices where the appropriate capacity exists
Remuneration:
This position is funded by the Australian Government and is defined as B3 under the Adviser Remuneration Framework.
