Position Summary

The position will be responsible for developing and implementing PRLNG’s employment, training, business development and Aboriginal content strategy and plan, in line with IBA agreement commitments and national and provincial regulations/obligations. The position will design, develop and implement the various mechanisms that are needed for each component of this strategy to enable PRLNG meet its obligations in this area. The position will have oversight over PRLNGs social investment programme which will primarily but not exclusively be developed to support the aims of this strategy and which will be implemented by the ETBD Analyst who will report into this position. Accountabilities include:

• Working with the engineering teams to map the direct and indirect labour force and procurement requirements of the project and design pre-employment and business development training opportunities to enable FN and local and wider communities participate in these programmes.
• Support the VP Sustainability in designing the procurement component (target, quantification, contract specifications) of the IBA agreements, based on informed research and knowledge. 
• Broker relationships between aspirant and FN employees and their functional managers and ensure both parties are able to accommodate mutual needs.
• Leverage funding and identify Provincial and Federal Government programmes to support FN ET&BD participation. 
• Design , implement and oversee FN employment training programmes and business development support linked directly to employment and establishment of FN entrepreneurs and procurement opportunities/commitments. 
• Develop appropriate mentoring and cultural awareness programmes for FN employees and company supervisors to ensure constructive work environment for FN employment and BD commitments to succeed. 
• Contract management and contract engineering – work closely with EPC contractors and sub-contractors and C&P team to develop exhibits and associated contractor participation plans for FN businesses to enter the supply chain either directly or indirectly.
• Keep the company informed and updated on the broader policy environment, regulatory implications, legal framework, market requirements, peer company performance on FN ET&BD.
• Establish and maintain an up to date data base and management system for tracking and measuring FN ETBD and Aboriginal content. 

Key Accountabilities

• Develop and deliver PRLNG’s Aboriginal and Community Employment, Training, Business Development and Community Content strategy and programmes in line with IBA agreement and overall company commitments. 
• Design and set up each component of this strategy including training, mentoring, targets, KPIs, leveraged funding and appropriate reporting measures. 
• Contract engineer appropriate processes and contracting strategies to create and deliver on Aboriginal procurement commitments and targets and ensure the necessary support programmes are in place to maximise success. 
• Broker relationships between the FNs, EPC contractors and subcontractors, engineering teams to match employment and business development opportunities between the company and the communities.
• Maintain close relations with key government agencies (Federal and Provincial) to leverage funding, access programmes, influence policy and strengthening of existing programmes. 
• Provide strategic advice to the company on changing policy, legislative implications and best practice in this area.
• Act as the key focal point between FNs, contractors, government agencies and the company in the area of ETBD and procurement and create the appropriate linkage accordingly.

Unique Knowledge, Skills, Experience and Attribute

Experience Needed:
• Demonstrated experience working in a leadership/management position in developing FN ETBD and procurement programmes based on key deliverables. 
• Demonstrated experience in designing and running FN training, business development and employee retention programmes. 
• Demonstrated experience in business development including indepth knowledge on the practicalities of setting up and running a business. 
• Indepth experience in designing contracting strategies and putting together complex contracting arrangements in the context of large engineering start up projects. 
• Demonstrated experience in assisting FN suppliers to meet with company requirements including on types of supplier arrangements (JV, single source etc), HSSE specifications etc. 
• Demonstrated experience in brokering partnerships and matching those trained to employment. 
• Deep Canadian experience with an added advantage of working in British Columbia including an understanding of the socio-economic impacts of large projects.
• Experience in the extractive sector or minimally large engineering or infrastructure projects.

Candidate must also have the ability to travel within British Columbia.
