Position Summary

 
Brasil is a non-operated Asset with two main concessions to develop big oil & gas fields in the Pre-Salt area offshore in Brazil, which represented one of the main recent discoveries of the oil & gas industry in the world that position Brazil at the top 5 oil producing countries in the world. The company holds a significant participation in those fields which position the company as the 2nd oil and gas major producer in Brazil.
In 2013, the company won 10 blocks in the 11th Bidding Round for Exploratory Blocks in Barreirinhas – Maranhão. This will change company´s profile to an operator role.
Sustainability is an integral part of company´s business in Brazil and a sustainability strategy was designed to ensure the business would provide enduring benefit to Brazilian society. The strategy contemplates four pillars: Social investment, Environment and safety, Technology and Local content, which mutually support each other to create an integrated approach.
This position is to manage the community relations process related to our presence in Maranhão state, which is crucial to the company to deliver its Social Investment element of the strategy. It will especially work much focused on fishing community providing the needed support to the HSSE on Permitting Process, but also generating social strategic investment to the targeted communities.
The position will be part of the Sustainability Brazil team and will be parented by the SP (Social performance) function. The individual will work closely with the Exploration,  HSSE and PCA teams in Brazil and the Headquarter based Group Social Performance and PCA teams on the executions of the activities and the compliance of the Social Performance and PCA standards.
The position will require strong community and government relations profile skills, direct experience in the field of community relations management, especially with fisherman, experience in the implementation of socioeconomic programmes as part of permitting processes and delivery of sizeable social investment/ community development programmes. Work experience in the Maranhão region will be an advantage.
Part of the Sustainability team, reporting to a SP Manager in Brazil the role will engage with key stakeholders, as local and state government authorities, as per PCA’s guidance, local/fishing communities, indigenous people (potentially), supporting the permitting process, developing socioeconomic studies and delivering SI programmes.

Key Accountabilities

 
Responsible for the relationship with local / fishing communities and support engagement with local/ state government authorities; the support on the permitting process; the implementation of the mandatory social programmes and the strategic social investment.
These core accountabilities comprise the following activities:
·         Coordinate the relationships local and fishing communities
·         Engage with public authorities as per PCA’s guidance
·         Coordinate socioeconomic baseline studies
·         Coordinate the socioeconomic aspects of the permitting processes
·         Analyze socioeconomic data
·         Implement mandatory social programmes
·         Define, develop and implement strategic social investments programmes
·         Provide community support

Unique Knowledge, Skills, Experience and Attribute

·         
·         Experience with community relations
·         Experience with fishing communities relations
·         Experience with social investment
·         Overall familiarity with policy and corporate affairs; ideally experience in the private sector and preferably in the oil/gas/energy/mining sector.
·         Experience in institutional capacity building, stakeholder analysis and stakeholder engagement.
·         Post-graduate qualification or equivalent in economics, development economics, political economy, public policy or related social science discipline.
·         Proven experience working in the area of sustainability, PCA, social performance and economic, industrial or public policy analysis
·         Good understanding of government decision-making processes
·         Good proficiency in the English language
·         Demonstrated ability to understand business, government system and local stakeholder needs
·         Analytical and collegiate approach to situational analysis, problem solving and recommending actions
·         Ability to communicate verbally and in writing, appropriately and persuasively, to different audiences, including senior management and governments.
·         Availability to travel for long periods within Brazil, especially to Maranhão, Pará, Ceará and Piauí states.
