Finance and Programmes Officer , The Council of European Energy Regulators (CEER)

The Council of European Energy Regulators (CEER)is seeking an experienced part-time Finance and Programmes Officer for its Brussels-based Secretariat. CEER is the European association of national energy regulatory authorities.
Job profile
  • The Finance and Programmes Officer, working in close collaboration with the CEER Deputy Secretary General and under the supervision of the Secretary General, is responsible for managing the overall and project-specific finances of the organisation. He/she will also provide back-office (financial management and administrative) support to training programmes and other CEER activities. It is a part-time (2.5 days a week) position. 
Duties will include:
  • Working with senior management in drawing up the annual budget and financial planning
  • Issuing and paying invoices, handling reimbursement claims, monitoring payments and receivables, establishing revenue and keeping specific and general accounts
  • Setting up, implementing and improving financial and accounting procedures, including for fee-paying and grant-funded activities
  • Providing administrative and financial support for training programmes and other CEER activities: e.g. establishing and coordinating back-office processes and programme design; assisting in development of courses; administering database of experts; managing contacts and follow-up with experts; uploading files on the website
  • Providing assistance and advice on financial and legal issues for a not-for-profit association, including public procurements or grant applications
  • Working closely with internal and external peers (accountant, etc.) in the financial management of revenue: checking its accounting treatment and compliance with legal and tax obligations
  • Contributing to horizontal tasks within a small and dynamic Secretariat such as managing public consultations, reviewing documents and coordinating events
Requirements
  • University degree or equivalent
  • Must be highly numerate with an proven ability to deal with complex VAT, legal and financial issues
  • 3+ years work experience in financial management, preferably with an EU non-for profit association
  • Flexible, team-oriented and pro-active attitude with strong organisational skills and an ability to work autonomously
  • Ability to analyse, manage projects, prioritise work and meet tight deadlines
  • Excellent written and oral command of English (native speaker or equivalent level). Fluency in French an advantage.
  • Previous experience in applying for and managing EU-funded grants and/or in dealing with public procurement would be appreciated.
  • Good knowledge of IT systems and Microsoft applications in general, including website maintenance
Interviews for the position will take place in early February. The successful candidate for the part time position would be expected to start in March 2014.
