PURPOSE OF POSITION: This position is located in the Strategy, Innovations and Resource Development team within the Humanitarian and Emergency Affairs in Geneva. As a member of the Global Strategy and Resource Development team, this position works very closely with the national, regional and support offices, as well as with many departments within the Global Centre in particular with Grant Acquisition Management (GAM). The Strategy and Resource Development function is responsible to manage the global level interaction with the UN entities for humanitarian action–OCHA; UNHCR and UNICEF (specifically related to humanitarian) and is the interlocutor with the IASC Task Team on Humanitarian Financing.This position will support the implementation of the Global Resource Development Strategy (GCRDS) by enabling the National and Regional Offices and the Global Centre to forge strategic partnerships and maximise their income opportunities, and thereby realise the aims of Resource Development Strategy by 2017. The purpose of this position is to manage the efforts at all levels between the assigned UN relationship, the implementation of the business model, and the tracking and accountability of operations.The humanitarian funding/approaches/organization/structures/contracts are constantly evolving with internal and donor dynamics change. The role will keep relevant WVs engagement and communicate to the partnership all changes and will manage the processes agreements with the designated UN multilaterals. It will be expected that partnership point people such as those engaged in the UN clusters and other working groups will connect with the Advisor, Strategic Partnerships and Resource Development who will have the bigger picture internally and with the UN multilateral entities.
KEY RESPONSIBILITIES: Strategic Engagement:
- Strengthens World Vision (WV) global and regional partnerships agreements with an assigned UN agency.
- Leads the development and implementation of UN humanitarian engagement plan with the assigned UN agency.
- Coordinates the Global Cluster Engagement and makes the necessary linkages with field clusters.
- Manages the positioning of WV as an implementing partner with the assigned UN agency.
End results will be:
- Relationships with the assigned UN agency established and/or strengthened so that WV can effectively resolve issues.
- Global and/or regional and/or national partnership agreements established.
- Build and maintain a network of stakeholders within the assigned UN agency.
- WV becomes a preferred partner.
Humanitarian Financing Policy Development:
- Develops and manages partnerships related to humanitarian financing with members of the Inter-Agency Standing Committee (IASC).
- Leads WV global humanitarian financing policy dialogue with the assigned UN agency and the IASC TT on humanitarian financing.
- Influences UN multilateral funding policies and practice and drafting briefing papers and notes on funding mechanisms.
End results will be:
- Humanitarian Financing Policy dialogue commences with all assigned UN agencies on funding efficiencies.
- Improvements in UN funding efficiency on agendas of all assigned UN agencies and INGOs.
- Improved humanitarian funding efficiency in all UN Multilateral Agencies.
Technical Support:
- Develops the WV management policy to acquire and book UN grants.
- Oversees the implementation of the UN grants business model and identify and maintain all grant contracts with the UN.
- Supports national offices with the implementation of the UN grants business model. This includes: a) work closely with the national and regional offices for the development of strategic partnerships at regional and country level; b) guidance on negotiating country level agreements; c) identify and facilitate resolution of potential conflict in the implementation of the UN agreements between the UN and WV; d) support national offices with proposal development when required.
- Maintains and update appropriate WV guidelines, standards, business procedures and protocols related to UN funding.
- Monitors UN donor policies, trends, aid flows and funding mechanisms, collect and disseminate best practice in relation to UN multilateral engagement and disseminate knowledge of important development and funding opportunities within the national offices.
End results will be:
- Field teams better equipped and supported at field level to deal with and engage with:
- UN multilateral donors.
- UN multilateral funding mechanisms (from the demand side: consolidated appeals, CAPS and flash appeals and from supply side Pool funds, ERFs, CHFs and CERF).
KNOWLEDGE, SKILLS & ABILITIES: Required:
- Master's degree in a relevant field, e.g. business administration, international or public relations, communications, social sciences or law.
- Empirical knowledge of resource mobilisation.
- Empirical knowledge of Humanitarianism and its derivatives such as Standards, Guidelines, Tools etc.
- Extensive field experience in humanitarian response and recovery programmes.
- Experience of identifying and articulating strategic and policy issues, tradeoffs and priorities to provide sound advice.
- Strong familiarity with UN decision-making processes, including the budget process, protocol, appropriations, and communications.
- Considerable experience working with and/or influencing funding systems, donor organizations and decision makers.
- Considerable experience in writing and editing, particularly in the context of donor reporting /relations and in developing messaging for advocacy purposes.
- Experience in working with the United Nations Central Emergency Response Fund (CERF), Inter-agency Consolidated Appeal Process (CAP) and/or Inter-agency Flash Appeals processes.
Preferred:
- Proven collaborator coupled with experience in indirect leadership of teams and virtual teams to achieve strategic goals. In depth understanding of the UN multilateral humanitarian system.
- Ability to translate strategy imperatives into tangible and relevant outcomes at all levels - strategic planning integration and execution. Experienced in implementing methodologies for process design and redesign utilising multiple channel delivery.
- Understanding of business needs and drivers and ability to deliver value added solutions. Sound understanding of contemporary practice in the specialist field and experience in successfully implementing outcomes in complex settings. Current in theory practice and technology.
- Experience in the management of portfolio of various donors and in the management of major replenishment mechanisms.
- Strong analytical and communication skills that adequately underpin organisational development and change management activities.
- Strong business acumen and demonstrated capacity to work with a diverse senior group.
- Ability to travel internationally including support to field programmes in remote and challenging environments.
- Familiar with fundraising and financing within international organisations government agencies or the private sector.
