The Netherlands Institute for Multiparty Democracy (NIMD) is a democracy assistance organisation of political parties in The Netherlands for political parties in young democracies. Founded in 2000 by seven parties across the political spectrum (CDA, PvdA, VVD, GroenLinks, Democrats 66, Christen Unie and SGP), NIMD currently works with more than 150 political parties from about 20 countries in Africa, the Middle East, Latin America, Asia and Eastern Europe.
NIMD supports dialogues of political parties to improve the democratic system in their country. NIMD also supports the institutional development of political parties, helping them develop party programmes and assisting them in their efforts to enhance relations with civil society organizations and the media. In line with international trends in political party assistance, NIMD has developed a strategy to work in a more results oriented way and strengthen the evidence base of its programmes. To assist the NIMD management in delivering on this goal, and because of relocation of our current Coordinator Planning, Monitoring & Evaluation due to family reasons, NIMD headquarters in The Hague is currently looking for a:
Coordinator Planning, Monitoring & Evaluation (m/f)
38 hours/week
Tasks:
  • Further develops and shapes NIMD policies on Planning, Monitoring and Evaluation (PME)
  • Manages, maintains and further develops the NIMD system and instruments for PME and assists and advises on (strategic) planning issues
  • Gathers and analyses monitoring and evaluation data, aggregating this data to strategic levels and sharing it with those working at programme level, the management, partners and donors of NIMD
  • Contributes to the further development of PME and Results Based Management in the field of Political Party Assistance
  • Guides NIMD programme evaluations, pilots new and innovative evaluation methods
  • Ensures a continuous linkage between PME and the Quality Assurance system, while contributing to the further development of the Quality system
  • Contributes to enhancing the knowledge and skills of NIMD staff and partners in PME
  • Assists in designing the intervention logic of programmes and projects of NIMD and partners
Profile
Perfect oral and written command of English language. Knowledge of Dutch, French and/or Spanish will be considered an asset; relevant academic background; at least 5 years of relevant working experience, a proven track-record on PME in capacity building programmes in development cooperation obtained through working for international and/or multilateral organizations preferably in the area of Democratic Governance. Practical experience in developing instruments and systems for PME. S/he has the capacity to translate complex analyses and reports of political processes in accessible language and practical advises. S/he has affinity with the political approach of NIMD's programmes and is culture sensitive.
Competences
The candidate possesses good analytical skills, quality awareness and good oversight, takes the initiative and is capable to inspire the Programme Managers to co-creation, development and execution in the field of PME. S/he is a creative person, who is able to both work in various teams, but also alone. S/he is not afraid to advise and can realize the connection between analysis and abstraction and daily practice.
The Coordinator PME will work under the direct supervision of the Director of Programmes and work within the Programme Team. S/he will cooperate with the Programme Managers and the partners of NIMD in order to give shape and execute the NIMD's PME strategy. NIMD offers competitive conditions of employment. The salary for this position will be between EU 36.000 to max. EU 57.000.
