Job Title: Global Emergency Response Director
Location: Washington DC with frequent travel
Reports to: SVP, Program Management
POSITION SUMMARY:
The Emergency Response Director (ERD) leads the Emergency Response Unit and is responsible for all aspects of emergency planning, preparedness procedures, human and material resource mobilization, logistical operations, resource acquisition, coordination, training, and providing strategic recommendations to the Senior Management Team (SMT). The ERD leads rapid emergency deployments, and ensures internal and external coordination. He/she also provides ongoing technical support for longer term crises and humanitarian programming. The ERD takes the lead role in humanitarian and emergency program development and proposal preparation as well as donor liaison.
ESSENTIAL ONGOING RESPONSIBILITIES AND DUTIES
•Play a substantial role in refining, along with SMT and colleagues, RI strategy and approach to emergency response
•Manage RI emergency unit staff.
•Liaise with donors and maintain/strengthen key contacts to promote RI’s capacities
•Develop or update written, standardized protocols and SOPs for ER field operations
•Identify opportunities, and solicit funding for emergency response capacity building
•Identify, expand, replenish and maintain resources for an externally sourced emergency response fund
•Establish criteria, protocols, and mechanisms for emergency response
•Actively contribute to appropriate humanitarian sector coordination meetings, further establishing RI as a valued member of the professional humanitarian community.
•Use available and newly identified materials, train RI field staff to evaluate crisis situations and initiate emergency responses
•Establish and ensure adoption of country-level emergency preparedness plan, criteria, checklists, etc
•Train and mentor junior emergency staff and interns
•Identify, recruit, and facilitate training for volunteer Rapid Emergency Deployment (RED) team members,
•Monitor emerging crises and advise the Senior Management Team about deployment and asset allocation decisions.
•Manage and supplement RI’s prepositioned emergency response supplies and equipment.
•Identify additional qualified, deployable internal RI staff and develop and maintain an internal roster of “adjunct” emergency team members in all the sectors and specialties needed on field teams.
•Develop and maintain roster of external experts who can be deployed as needed
•Provide technical assistance when appropriate or requested to Program Development and Program Management teams
•Develop strategic inter-organizational and private sector/institutional partnerships
•Ensure RI knowledge base on emergency and humanitarian related topics such as
DRR, preparedness, disaster recovery, etc.
ESSENTIAL RESPONSIBILITIES AND DUTIES DURING EMERGENCY DEPLOYMENTS:
•Serve as Team Leader or supervise designated team leader.
•Manage staff and volunteer assignments.
•Ensure field-HQ coordination and liaison across all departments
•Design and conduct rapid program design assessments
•Lead in preparation of emergency concept papers and proposals, in close collaboration with PD and technical staff.
•Serve as principal donor liaison for RI for emergency funding, in collaboration with PD
and PM teams.
•Facilitate establishment of strategic emergency response partnerships and agreements
•Facilitate emergency oriented relations with national and local authorities, including registrations, licenses, authorizations, banking, etc.
•Represent RI at appropriate coordination meetings, including cluster system meetings.
•Coordinate initial program mobilization, as needed, before handover to program management staff
•Participate significantly in the recruitment of new emergency response staff.
•Facilitate and ensure smooth handover of funded programs to program management team
•Initiate and complete process of post-response diagnostics and lessons learned, leading to revised operating procedures.
QUALIFICATIONS & REQUIREMENTS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
•Preferred Masters degree in a relevant field of study
•Minimum 10 years aid-related international experience in crisis zones
•Minimum 5 years in role as emergency program management for aid-related programming
•Minimum 5 years work with an INGO
•Demonstrated success in grant proposal preparation
•Demonstrated knowledge of grantee regulations and implementation experience of
USAID, UN, EU and other major donor-funded programs.
•Previous background and/or qualifications in management of relevant technical sectors, including health services; shelter; camp management is highly preferred;
•Demonstrated record in collaborating with local governments, rural communities, other
NGOs, and United Nations organizations
•Excellent references reflecting demonstrated teamwork, maturity of judgment, tolerance for hardship and stress, leadership and integrity of character.
•Ability to show initiative, multi-task and provide a consistently high output.
•Knowledge of ICRC Code of Conduct and aid security policy is a plus.
•Extensive proposal writing and cross-cultural training experience;
•Strong English language communication skills;
•Preferred second global language
•Ability to travel on short notice to difficult settings
