Senior Director, Financial Planning & Analysis

We are seeking a D.C.-based Senior Director, Financial Planning & Analysis who will lead a team of budget and financial analysts in all aspects of proposal pricing and cost proposal development, project financial management support, enterprise financial reporting and analysis, and annual operating budget development. This position will also play an instrumental role in the organization’s effort to revise its indirect cost recovery structure and implement Cost Accounting Standards. Together with the CFO, the Senior Director will be responsible for developing pricing strategies as the organization expands its funder base, developing and driving analytics for the organization, and identifying opportunities to improve financial results.
Responsibilities include:
• Direct and supervise finance personnel in all aspects of pricing, budgeting, donor regulations, subcontractor pricing and financial assessments, and financial management of current programs.
• Recommend pricing strategies for new business proposals that maximize cost competitiveness while ensuring full cost recovery.
• Review and approve new business proposal budgets, project budget realignments, and subrecipients’ budgets.
• Analyze indirect costs, allocation of costs to pools, and the application of indirect rates to direct bases in accordance with the organization’s NICRA. Report findings and recommendations to the CFO.
• Oversee the preparation of monthly budget variance, job summary, billability, pipeline, and other management reports.
• Manage the corporate annual budget in coordination with the annual plan and conduct quarterly re-forecasting in coordination with the CFO.
• Work with program management to ensure that best practices are sought and that each program is provided the necessary metrics to make informed decisions.
• Expand the use of the ERP planning module to support the management of program activity budgets.
• Design online financial reports and business intelligence tools in coordination with the ERP system management team.
• Work with Staff Learning & Development to design and deliver periodic in-house trainings and workshops related to organizational budgeting practices.
A bachelor’s degree in business administration, accounting, finance, or related field (MBA strongly preferred), with a minimum of ten years’ experience in financial planning and analysis or cost accounting required. Candidates must have knowledge and experience with a company that subjects to the Cost Accounting Standards and experience with the financial management of a multi-tiered, indirect rate structure, general ledger accounting and systems, and report writing software. Candidates must also have advanced working knowledge of Microsoft Excel and proficiency in Microsoft Word, QuickBooks, and accounting software. The ability to perform quick analyses and determine solutions, interpret donor regulations and apply them to situations, and interpret financial reports required. Excellent organizational, diplomatic, and problem-solving skills within a rapidly changing environment required. Must be able to perform well under pressure, multi-task, and meet deadlines. Strong written, oral, and analytical skills required. Fluency in written and spoken English required.
