IRD works in seven key service areas: community stabilization, infrastructure, health, agriculture, democracy and governance, relief, and logistics.
Summary:
Under the overall guidance of the Chief of Party (COP) and/or direct supervision of the Deputy Chief of Party (DCOP), the Monitoring and Evaluation Manager will be responsible for designing and implementing the M&E activities of the DFID-funded Climate Change Adaptation project in Mali. Based full-time in Mopti, his/her duties will include working closely with local communities, NGOs and government bodies to ensure high quality and timely inputs on the project, as well as collecting and analyzing different data in relations with project activities. The M&E Manager will ensure that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs, both in a cost effective and timely manner.
Essential Job Functions:
• Develop and strengthen an iterative monitoring and evaluation process;
• Monitor all project activities, expenditures and progress towards achieving the project’s outputs;
• Provide feedback to the COP and DCOP on project strategies and activities;
• Organize and conduct training on M&E for project and government staff;
• Suggest strategies to the project management team for improved efficiency and effectiveness on action items, by identifying setbacks in completing project activities and develop tools to minimize or eliminate such setbacks;
• Provide input, information and statistics for quarterly, annual and other reports presented to the Project Management Team;
• Perform other duties as required.
Required Skills & Experience:
• Master’s degree or its equivalent in Business Administration, Economics, Agriculture Economics, Agriculture Development or related discipline;
• Five years of experience working on development projects or scientific research regarding resilience and adaptation;
OR
• Bachelor’s degree or its equivalent in Business Administration, Economics, Agriculture Economics, Agriculture Development or related discipline;
• Seven years of experience working on development projects or scientific research regarding resilience and adaptation;
AND
• Experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government;
• Experience in designing tools and strategies for data collection, analysis and production of reports;
• Expertise in analyzing data using statistical software;
• Strong training & facilitation skills;
• Strong interpersonal skills and ability to develop relationships across multiple levels internally and externally;
• Fluency in English and French;
• Advanced knowledge of Microsoft Office Suite.
Preferred Skills & Experience:
• Experience in Mali or Sahel countries;
• Experience working on donor-funded DFID projects;
• Local language skills.

Travel Requirements:
• Based in Mopti, 30% field.
Physical Requirements:
• Living and working in an under-developed environment with extensive travel in areas with limited infrastructure.
