Job Summary

​Cardno Emerging Markets is implementing the Governance for Development (GfD) Program on behalf of the Australian Government. GfD focuses on some of the major challenges facing the Government of Timor-Leste (GoTL) in the implementation of its Strategic Development Plan (SDP).
The overall goal of GfD is -
  • Poverty reduction in Timor-Leste through economic development and delivery of services.
The Governance for Development (GfD) Program will assist the GoTL to implement the SDP by working with central agencies, including the Prime Ministers’ Office, the Ministry of Finance, the Civil Service Commission, the Ministry of State Administration, and the Infrastructure Fund agencies to improve the systems that are most important to economic management and service delivery.
GfD is structured around two core pillars: (I) economic and fiscal policy; and (II) improvements in basic services.
This position will focus on Pillar 2 and assist the Civil Service Commission to help line ministries have human resource systems that enable service delivery.

Key Responsibilities

​The objective of the Human Resource Development (HRD) Consultant is to review and revise the current statute of the National Institute of Public Administration (INAP),propose a structure that allows the institution to achieve its set mandate and help the INAP plan for implementing the new structure.
 
Position Description 
The tasks of the HRD Consultant are to:

  •  Proactively network and coordinate across CSC and the whole of Government to identify key issues for INAP and propose ways to address them;
  • Undertake a review of the current statute;
  • Assess the extent to which the current structure facilitates the achievement of the organisational objective and recommend or propose ways to change it;
  • Assess the extent to which the existing training provided by INAP aligns with ministerial training needs and propose ways to improve;
  • Provide strategic guidelines on ways of identifying training needs across government agencies and ministries and ensure that sufficient training is available across the civil service;
  • Provide learning frameworks which promote quality courses and acceptable standards for training;
  • Support Curriculum development to address the institutions and civil servants training needs;
  • Provide strategic guidelines on Training & Development and promotion;
  • Develop, review and implement various HRD policies, procedures and processes;
  • Provide strategic guidelines on the implementation of the Training & Development Policy;
  • Provide expert advice and support to INAP on a range of HRD functions; and;
  • Facilitate and demonstrate harmonious working relationships with stakeholders, both internally and externally.
 
Selection Criteria 
The successful applicant must have the following qualifications, experience and skills:
 
  • Qualifications and Experience
  • Demonstrated and relevant qualifications in relation to: Human Resource Management and Development;
  • Ten or more years of relevant professional experience or equivalent combination of relevant education and experience in the provision of human resource management and development advice and analyses;
  • Demonstrated capacity to work dynamically to support government public policy making and the ability to influence key stakeholders and work smartly to build solid working relationships with them;
  • Practical knowledge of matters relating to human resources management and development frameworks, policies and practices; and;
  • Demonstrated ability to plan, prioritise and organise work to achieve goals and meet deadlines, including dealing with competing demands and managing multiple tasks.
 
Skills – Technical 
They must be able to demonstrate:
  • the ability to develop a complex training plan and persuade decision makers to adopt it;
  • extensive experience in Training and Development in the public sector;
  • extensive experience in needs analysis;
  • experience in designing curriculums for different cultures and circumstances;
  • experience in planning and implementing large scale training that can be delivered quickly to a large number of people;
  • experience in training trainers to increase the rate of training;
  • experience in formulating human resource development strategies and participating in organizational training needs analysis;
  • experience in providing an expert advisory and consultancy service to management and staff on a wide range of complex HRD matters;
  • the ability to support management in the development of a modern training environment; and;
  • the ability to undertake report writing.

Skills – Language 
The main languages spoken in government are Tetum, Portuguese, English and Bahasa Indonesia. A high level of proficiency in written and spoken English is required. The ability to speak any of the other languages mentioned will be an advantage.

  • High level interpersonal and communication (particularly written) skills;
  • Demonstrated ability to work effectively with people at all levels of an organisation, maximising cooperation, with sensitivity to cultural and gender issues;
  • Commitment to the transfer of skills and knowledge; and;
  • Ability to draw on emotional intelligence skills, maturity and to show respect.

Other Requirements

Position Details
  • Commencement: June/July 2014.
  • Duration: 6-month contract with the possibility of extension.
  • Remuneration: This position will be remunerated in line with the Australian Government Adviser Remuneration Framework (ARF). It is designated as level B3 (STA) within that framework.
