Rainwater Harvesting Consultant

Purpose:UNICEF Pacific is seeking a consultant to support the Kiribati Ministry of Public Works and Utilities (MPWU) to oversee the installation of community rainwater harvesting systems, including community action planning and development of rainwater harvesting guidelines.
The consultant will support KIRIWATSAN implementation, monitoring, and reporting through the following tasks
a. Supervise the implementation of the contract for rainwater harvesting system implementation with the Kiribati-based contractor:
i. Monitor contractor progress in rainwater harvesting system installation including effectiveness, efficiency, and quality of work completed and assist in building contractor capacity in these areas if needed;
ii. Ensure community trainings and facilitate contractor in community work to build capacity, if necessary;
iii. Assist the KIRWATSAN I PMU (MPWU and UNICEF) to monitor and report on contractor progress and assist in preparation of documents for contractor payment;
iv. Provide review of contractor reports including completion report and provide a report to UNICEF
v. Review the effectiveness and equity of community rainwater harvesting installations and make recommendations for future projects in Kiribati.
b. Develop a toolkit of training materials on rainwater harvesting system maintenance for communities in Kiribati:
i. Review the Kiribati rainwater harvesting master plan and water supply policy;
ii. Review approaches and tools from various rainwater harvesting projects in Pacific Island Countries and in particular Kiribati, including but not limited to the World Bank (Kiribati Adaptation Project), ADB, NZAID.
iii. Based on experience implementing this rainwater harvesting component of KIRIWATSAN I and using existing national / regional / global resources, develop a toolkit of training materials on rainwater harvesting maintenance
iv. Provide advice to the translation and printing of the toolkit by the PMU and capacity building on its use;
v. With the RWH training materials as a guide, support MPWU to integrate it into a community drinking water safety planning approach as a resilience measure and ensure linkages to SPC (regional drought management project) and other relevant projects/initiatives.

QUALIFICATIONS AND SPECIALISED KNOWLEDGE/COMPETENCE REQUIRED:
Qualifications• At least a Master’s level university degree in one of the disciplines relevant to the following areas: Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to WASH-related development assistance
• Additional training in Water, Sanitation and Hygiene and Emergencies is considered an asset.
Skills and Experience
• Minimum five years progressively responsible experience in project implementation, monitoring and supervision and evaluation or related field.
• Experience in rainwater harvesting and community mobilization.
• Experience working with UN, Government and NGO partners is desirable.
• Experience working in the water sector in Kiribati or another atoll country is an advantage.
• Fluency in English required.
Knowledge of the latest theories, technology and practices in:
• Rainwater harvesting system construction and sanitation.
• Drinking water safety planning
In addition, the candidate has preferably some knowledge of:
• UNICEF programmatic goals, visions, positions, policies and strategies.
• Knowledge of global human rights issues, specifically relating to children and women, and the current UNCEF position and approaches.

REMUNERATION AND TYPE OF CONTRACT:
The consultant will be required to work on a Purchase Order (PO) contract with UNICEF Pacific for 80 days over an 11 month period. Remuneration and contract period will be agreed based on proposal submitted by successful consultant.
