Background
Oxfam's work in the Maghreb cluster is a multi-country program comprising Morocco, Tunisia, Algeria, Libya and the Western Sahara Territory. It focuses on gender justice, governance and active citizenship, social and economic rights and inequality, and rights in crisis. Five Oxfam affiliates work in the Maghreb: Oxfam Novib (The Netherlands), Oxfam Intermon (Spain), Oxfam Italy, Oxfam in Belgium, and Oxfam France.
Purpose of the function
In close coordination with the Maghreb Country Director, ensure a proper transition of the Maghreb multi-country cluster towards 2020 by guiding the Oxfam Novib (ONL) team in the change process, while participating in the Oxfam strategic direction in the Maghreb, and ensuring a quality delivery of the ONL program in Maghreb from the HR, finance and budget perspectives.
Main tasks
  • Represent ONL in the Maghreb Country cluster Leadership Team (CCLT) and ensure the delivery of the Oxfam Novib part of the Maghreb strategy;
  • Actively participate in the implementation of the Maghreb 2020 roadmap, including the finalization of the Maghreb Oxfam Country cluster Strategy (OCS), and the elaboration of the Maghreb Country cluster Operational Plan and the Country Cluster Transition Plan;
  • In close coordination with the Maghreb CD, manage the ONL transition plan for the Maghreb, esp. in the Tunisia office, including the finalization of the detailed financial and HR analysis as well as the transitional structure, in light of the ONL budget cuts;
  • Manage the ONL team in the Maghreb (13 staff in Tunis and 2 in Morocco) through this transition plan, and in general responsible for HR tasks in relation to the team (i.e. manage the staff on a day to day to basis. This includes having work meetings, doing the yearly performance interviews, co-ordinating and advising on the recruitment and selection procedure for new staff, team building, etc.);
  • Ensure and accountable for the quality implementation, management and monitoring of the ONL program in the Maghreb (mainly Governance and active citizenship, inequality, and Gender Justice). This includes accomplishing programme and project objectives, monitoring the progress of the Oxfam Novib component of the Maghreb strategy and annual plan including the planning and monitoring, evaluation and learning aspects, related to both the management of Oxfam Novib Maghreb budget for partner support, and the development and management of externally funded programs and managing potential constraints such as: costs, time, scope and quality. Oversee the proper closure of MFS funds;
  • Provide a steer to program officers on their respective programs and you ensure linking and learning happens between the members of the team, and within the organization. You also promote linking & learning between counterparts and key stakeholders;
  • Actively seek and participate in fundraising initiatives and negotiate funding opportunities for the Maghreb programs. Develop and implement projects and programmes that potential back-donors could finance. Actively engage in discussions with partners and other stakeholders on fostering external funding opportunities;
  • Ensure adherence of the ONL programme to agreed Oxfam policies and standards for program, program management, finance and HR;
  • Ensure adherence to the Oxfam code of conduct, security guidelines and health & safety;
  • In the event of an Oxfam Novib humanitarian response, make rapid decisions about resources and staff deployment in collaboration with OI;
  • As needed, represent ONL in relevant fora and meetings with donors, partners or other stakeholders in relation to the Maghreb program;
  • Develop good working relations with relevant government officials of local administration, immigration office and tax authority.
Requirements:
  • Management experience (HR, financial and project management) with ideally change management experience;
  • Multi-affiliate experience in a complex environment;
  • Program management experience, esp. in governance, inequality and gender justice;
  • Financial management skills to monitor the operational budget;
  • Proven analytical skills and the capacity to think strategically including the ability to think beyond the country programme context and to act within a regional and global perspective;
  • Excellent communication skills in English and French;
  • Ideally, knowledge of the Maghreb or MENA region;
  • Willing and able to travel in the Maghreb region;
  • Experience in representing an organisation at the level of partners, government agencies, private sector organisations, and donors at senior level;
  • Good team building and communication skills;
  • Experience on staff development and capacity building.
We offer
An international contract under the employment of Oxfam Novib registered in The Hague, the Netherlands where the employee will be based in Tunis. We offer a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. The international classification for the contract is in scale 10 and the corresponding salary range lies between EU 3.269,- / EU 5.031,- gross per month based on a 40-hour week.
