The Open Society European Policy Institute brings into EU policy debates evidence, argument, and recommendations drawn from the work of the Open Society Foundations in more than 100 countries. We influence and inform European Union policies to ensure that open society values are at the heart of EU action, both inside and outside its borders.

Our team of fourteen in Brussels covers the EU dimension of everything that the Open Society Foundations do, providing evidence, arguments and recommendations to policy-makers in the EU’s institutions and member-states, drawing on the Foundation’s work on the ground in more than 100 countries.

Based in Brussels at the Open Society European Policy Institute, the policy analyst will be responsible for implementing advocacy strategies on issues around transparency, accountability, data/information, privacy and EU institutional integrity. 

The policy officer will undertake analysis on EU policies and their implementation, and write original policy advocacy documents to complement and advance the work of the Open Society Foundations. The policy officer will work as an integral member of the Open Society European Policy Institute policy team to represent Open Society Foundations aims in Brussels, identify advocacy opportunities, and liaise between the EU institutions, partner civil society groups, and OSF colleagues.

Essential responsibilities and duties will include:

• provide updates and analysis on the EU’s policies, initiatives and directives related to financial transparency, illicit financial flows and domestic resource mobilization;
• develop and maintain relations with EU institutions, the parliamentary intergroup on integrity, relevant Commission officials and the expert community working on these issues;
• influence EU policy-making processes, political debates and institutional practice on issues related to transparency and accountability;
• serve as the liaison on these issues in Brussels for the Fiscal Governance Program;
• serve as contact point in Brussels for the Information Program, the Program on Independent journalism and other OSF entities as directed;
• convene civil society and experts in Brussels when appropriate and participate in coalitions working on these issues;
• research and write substantive analytical papers such as briefings, policy papers and other advocacy documents on relevant topics for internal and external use;
• write for the specialist and general press, OSF website and Twitter accounts;
• monitor developments and identify advocacy opportunities for OSF (both OSEPI and other OSF entities);
• speak at public events, participate in conferences, hold regular meetings with policy-makers;
• represent OSEPI at meetings within OSF and at public events in areas of work and ensure that OSEPI colleagues are informed of developments in your areas of responsibility;
• build EU contacts and constructive working relationships with officials, think-tanks, NGOs and other stakeholders in Brussels.

Candidate Profile:

• minimum five years’ work experience;
• good knowledge of EU directives, regulations and guidelines related to transparency;
• knowledge of the EU institutions and the legislative process; experience of EU advocacy work is essential;
• experience within the field of transparency and accountability as an advocate/activist, innovator or analyst;
• proven writing and analytical skills;
• ability to work autonomously and as part of a team.
