Specialist Organizational Capacity Building
32 Hours a week

Based in The Hague
Purpose of the function
The Specialist Organizational Capacity Building enables programme and project teams in Oxfam Novib's Office in The Hague and Country Offices to deliver quality programming.
The Specialist ensures the quality of capacity strengthening efforts of projects, programmes and partner organisations and proper monitoring thereof.
Main tasks
  • Ensures effective capacity strengthening strategies in Oxfam County Offices, programs, and projects, includingpartner organisations, based on joint capacity assessments;
  • Improves and develops capacity building interventions and trajectories for enhancing capacities of local NGO's.
  • Contributes to thought leadership on standards for quality capacity strengthening;
  • Contributes to fundraising and proposal writing by developing capacity strengthening strategies for new programmes/projects and Oxfam Country Strategies;
  • Responsible for rolling out a system to ensure the quality of capacity strengthening; promotes and explains the system throughout the organisation;
  • Coordinates tool development for capacity measurements and ensures monitoring of efforts and progress to strengthen the 5 capabilities used in the 5C framework;
  • Coordinates systematic capacity assessments of partner organisations; supports analysis of assessment data to responsible programme/project staff in Country Offices;
  • Coordinates the development of capacity strengthening trajectories;
  • Provides, or finds others to provide, hands on capacity strengthening support to Oxfam staff and partner organisations;
  • Facilitates a Community of Practice among staff responsible for capacity strengthening in Country Offices and The Hague;
  • Shares experiences, good practice and lessons learned from Oxfam's capacity strengthening efforts, with internal and external audiences.
Job requirements
  • You are in possession of at least a HBO (Bachelor) degree in a relevant field;
  • You have a minimum of three years of experience in a similar position in an international development organisation and/or (global) network;
  • You have an excellent command of English and Dutch, both written and verbal. A good command of French will be considered an asset;
  • You have demonstrable experience with capacity strengthening: transfer of knowledge and develop of skills in variety of cultural contexts; the ability to work directly and over distance with colleagues/partners;
  • You have demonstrable experience in organizational (including financial) capacity assessment and organizational development of local NGO's.
  • You are able to multi task and you have the ability to adapt quickly to change;
  • You are result driven and customer focused. You have the skills to find out what capacity building intervention is needed
  • You know where your strongpoint's are and how to add value to the different Country Offices
  • You posess strong organisational skills and can show a proven track record in coordinating and leading external and internal processes and projects;
  • You are willing and able to travel to different country offices and programme locations and/or if required, to be seconded for a month or two.
What we offer
Oxfam Novib is committed to providing you with a competitive, fair, and comprehensive pay and benefits package that is justifiable to our donors. The salary range for this position is set in scale 9 with a salary range between
EU 2.639,-- to EU 4.061,-- based on 36 hours a week.
Applicants for this contract must be Dutch nationals or nationals of a European Union member State or have a valid work permit for the European Union.
