Mercator Ocean is the French centre for analysis and forecasting of the global ocean. It designs, develops, operates and maintains state-of-the-art scientific numerical-modelling systems that are able to describe, analyse and forecast the state of the ocean in 3D, continuously and in real time. Mercator Ocean is a subsidiary of five major French institutions involved in the development of operational oceanography – CNRS, IFREMER, IRD, Meteo France and SHOM. 

Including research and development, operations, forecasting expertise and related user services (scientists, public agencies, industry, etc. worldwide), Mercator Ocean covers the whole added-value chain of an extremely sophisticated operational oceanography centre thanks to its complex ocean simulation systems. The company is located at Ramonville Saint-Agne, near Toulouse. 

In November 2014, the European Commission delegated to Mercator Ocean the implementation of the Copernicus Marine Environment Monitoring Service (CMEMS). The service has been operational since May 2015. 

To contribute to the development of our activities, we are now looking for an Institutional Relations Officer (M/F).

As part of the Partnerships, Marketing & Communication Department, your role will be to build strong relationships with political institutions and European/national public decision-makers in the marine sector, in order to help promote Mercator Ocean’s interests. Your responsibilities will cover the following activities:
  • Define & implement the Institutional Relations action plans in line with the overall Mercator Ocean communications strategy;
  • Build strong relationships with European public decision-makers (European Commission, Parliament, & Council), other European agencies and organizations, as well as with EU national governments;
  • Understand the needs of the various stakeholders in terms of educational materials, specific activities, contacts or events and respond to them while coordinating with other members of the Department;
  • Develop and participate in events, thematic workshops, meetings and communication activities;
  • Monitor developments in government policy and lobbying that affect the company strategy;
  • Share internally information collected from institutional contacts and ensure appropriate follow-up.
Applicants must hold a Master’s degree or equivalent in a related discipline (international relations, political studies…) as well as around 8-10 years’ experience in a similar role (European institution, association, NGO…). You should have a deep understanding and knowledge of European Institutions and Environment-related topics. You are fully fluent in English and have at least a working knowledge of French, as well as possibly another European language. 

Familiar with complex environments, you are known for your analytical mind and your strategic skills. Creative and dynamic, your actions help address short- and long-term issues. Thanks to your excellent relationship-building skills and your interpersonal flexibility you are able to interact with people from different cultures and nationalities. This role is likely to involve extensive travel, both domestic and international.
