Project Description:
Under the guidance of the Chief of Party, the SENIOR ELECTIONS COMMUNICATION AND REPORTING ADVISOR will provide technical assistance and consultation to the members and staff of Liberia’s National Elections Commission (NEC). Position responsibilities include guiding the NEC in its Communications, Civic Voter Education and Gender Strategies in order to roll out all outreach programs of the NEC that are essential to eliciting mass public participation in the lead up to the 2017 General Elections; Advise in Planning activities around the Work plans of IFES and the NEC; liaise with heads of departments of the NEC in planning activities and obtaining necessary updates; participate in multi-stakeholder meetings and brief CoP on discussions/outcomes; supervise, mentor and lead program staff of the project; draft weekly and quarterly reports for the donor; and all other work assigned by CoP.
The SENIOR ELECTIONS COMMUNICATION AND REPORTING ADVISOR will provide guidance and mentorship to CVE, Communications and Gender Sections/units of the NEC while building their capacity to prepare, plan and administer outreach activities and other electoral events. The position is based in Monrovia with frequent travels to the fifteen counties of Liberia.

Job Responsibilities:
· Provide guidance in organizing and coordinating CVE campaigns and outreach activities for the 2017 General Elections
· Advise NEC on the structure and functions of Elections Media Center for 2017 elections;
· Advise NEC in the preparation of schedules, public events, briefing materials with Commissioners and key staff in collaboration with electoral stakeholders;
· Guide NEC in developing and disseminating all outreach materials and elections products (including folders, flyers, bumper stickers, banners, fact sheets, newsletters, blog entries, tweets, brochures, website, social media platforms, video, PSAs and other corporate identity materials) for broadcast and print media to electoral stakeholders;
· Advise NEC on various types of information and messages to be uploaded on its website and social media platforms;
· Review and edit success stories for dissemination through website, social media platforms to the media and other stakeholders;
· Developing and maintaining constructive working relationships with national counterparts, national and international assistance providers, and democracy and governance organizations and strategic partners;
· Contributing to weekly activity reports and providing quarterly updates to internal performance monitoring and evaluation reporting;
· Preparing and submitting a final report detailing the activities, results, deliverables, and recommendations achieved at the conclusion of assignment;
· Performing other technical assistance duties as assigned by the Country Director;
· Fostering managerial and administrative capacity within the NEC;
· Establishing technical development plans based on the electoral calendar and prioritizing areas for technical assistance;
· Developing training programs for the Commissioners and NEC staff on communication and public relations interventions;
· Monitor local and international press coverage and monitor effectiveness of the Communications, Gender and Civic and Voter Education Strategies.
· Provide feedback to inform ongoing public relations and outreach activities and future program;
· Facilitating roundtable discussions with EMB officers, international advisors, and other relevant bodies on electoral and referendum framework issues
Qualifications:
· Minimum Masters (MA) degree with at least 10 years of experience in international electoral assistance, electoral operations, democracy and governance, or a related professional field.
· Proven knowledge of and experience of communication, EMB operations, and associated electoral administration processes.
· Program design and project management experience.
· Ability to support program team members and mentor national counterparts.
· Ability to work well with minimal supervision, plan activities, and meet deadlines.
· Strong professional and collaborative skills when working with a team.
· Familiarity with international community; ability to manage and develop local relationships.
· Strong oral and written communication skills in English; comfortable with public speaking and presentations.
· Competency with Microsoft Office: Word, Excel, PowerPoint, and Outlook.
· Previous experience of working with NEC(s) in Africa would be an added advantage.
