Principal Evaluation Specialist

Job Purpose
Work closely with the Director General (DG) and Deputy Director General of Independent Evaluation Department (IED) and the IED leadership team in the administration and management of IED operations as guided by the Evaluation Policy. Play a leading role in the preparation of IED’s Annual Evaluation Review (AER), including coordinating IED’s analysis of project ratings and drafting of key chapters (assessment of ADB operations and IED recommendations and Management follow-up). Lead and/or participate in other evaluation studies at corporate, thematic, country, sector and/or project levels. Oversee management of IED’s evaluation data bases and provide intellectual leadership on methodology development and application of those databases. Draw lessons from evaluation studies and help disseminate findings to increase awareness and use of evaluation knowledge in ADB, with a view to improve ADB development effectiveness.  Work within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods. This position may be moved to an IED division as determined by IED Management.

Education Requirements
Master's Degree, or equivalent, in economics, statistics, finance or related fields. University degree in economics, statistics, finance or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree
RELEVANT EXPERIENCE AND OTHER REQUIREMENTS
Relevant Experience
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 12 years of relevant professional experience in (i) development studies, research or evaluation; (ii) administration and coordination functions in various fields; and (iii) development assistance operations, preferably in Asia and Pacific countries 
  • Experience in handling different types of databases
  • Excellent oral and written communication skills in English
  • Experience working in several countries or experience working in international development institutions
  • Familiarity with ADB and IED internal processes, databases and information technology systems would be a plus
