Call of Proposals based on Terms of Reference addressed to NGOs legally registered in Russian Federation or individual experts for Setting up a methodology that would allow including the child’s opinion into the process of case management in the Russian Federation

Foundation Terre des hommes Lausanne, Delegation in Republic of Moldova launches the Call of Proposals for the stated below Terms of Reference within the project FACT Transnational Action (“Protection of Moldovan children at risk or victims of exploitation and/or trafficking in the Russian Federation and Ukraine”).

General information about the project FACT Transnational Action: Terre des hommes (Tdh) is a Swiss non-profit and apolitical Foundation created in 1960, in order to promote child rights and offer help to vulnerable children. The Foundation has an experience of over 50 years in supporting child protection structures and strengthening capacities of social actors to ensure adapted assistance based on child needs.

In the Republic of Moldova, Terre des hommes started its activity in 2004. FACT Project “Fight against Child Trafficking” is implemented in partnership with the Ministry of Labour, Social Protection and Family (MLSPF), and the Swiss Agency for Development and Cooperation (SDC). The project aim consists in reducing the number of children, victims of abuse, neglect, exploitation and trafficking in Moldova, the Russian Federation and Ukraine by improving child protection systems able to assist, repatriate and reintegrate children into their families or other protective environments .

Taking into consideration the specific situation of Moldovan children in Russia, Terre des hommes Moldova started to work in Moscow in 2005 aiming at ensuring and assisting voluntary repatriation of Moldovan children identified in Russia. The FACT staff in Moscow offers technical support to local and national tutelary authorities as well as to the Moldovan Embassy in the Russian Federation.

Tdh collaborates with residential institutions in Moscow on cases of Moldovan children identified without parental reference in RF. The present phase consists in improving the case management process by introducing child participation into the decisional process. The social services of the institutions will be enabled to determine the best interest of the child, in accordance with the Convention for Child Rights signed and ratified without reserves by RM and RF.

Duration of contract: July 1, 2011- December 20, 2011

Puropse: Setting up the methodology that would allow guaranteeing the child participation in the process of examination of his/her individual situation and facilitating the determination of his/her best interest: the integration in the country of destination or the reintegration in the country of origin.

Primary target groups for the methodology: Children and professionals from two Russian transit centers: the State Institution of Moscow city- Social shelter for children and minors “Altufievo” and the Social shelter for children and teenagers “Nadejda”.

Deliverables: The expert organization or individual will be in charge of delivering the following products:

  1. The working methodology document
  2. Child-friendly tools for children and professionals that will ensure the practical implementation of 5 steps of child participation, stipulated in the General Comment No.12 of the Committee on the Child’s Rights.
  3. Guidebook for professionals on how to use the tools
  4. Training and coaching for professionals on using the tools and the training materials.

All deliverables will be developed by the individual expert or the subcontracted NGO both in Russian and English and will be approved by Tdh Moldova.

Institutional arrangements: All the arrangements with local authorities for appropriate implementation of the activities will be made by the subcontracted NGO/ individual expert.

Coordination
The subcontracted NGO/ individual expert will work in close cooperation with the FACT team in Moscow that is under the direct coordination of Tdh Moldova.

Monitoring All the actions of the subcontracted NGO/ individual expert will be monitored by the FACT Moscow team that will ensure the implementation of an appropriate monitoring system. The participation of the subcontracted person/NGO within monthly monitoring meetings organized by the FACT Moscow team will be compulsory.

Reporting The subcontracted person/NGO will be in charge with narrative and financial reporting. All reports will be drafted in accordance with the Tdh conditions and patterns. The Narrative Report must be submitted at the end of the subcontracted period but no later than December 20, 2011.

The individual expert /NGO will present 3 Financial Reports submitted in accordance with the budgetary installments made.

Financial arrangements: The payments will be made in 3 instalments, indicatively planned: • 20% of the budget after submission of the working methodology document • 60% of the budget after submission of the final version of the child- friendly tools and guidebook • 20% of the budget after submission of the final narrative report

The budget division by instalments may be revised depending on the Narrative and Financial proposals of the selected NGO.

Qualifications required: • NGO legally registered in the Russian Federation or individual expert • Minimum 5 years of advanced experience in the area of expertise (child participation) • Deep knowledge, qualifications and proven skills in developing and promoting methodologies in child participation • Credibility in dealing with governmental officials and proven experience in implementing methodologies in cooperation with Russian authorities • Excellent analytical and communication skills • Ability to meet deadlines

Documents to be included in English when submitting the proposal: Deadline: June 27, 2011

  1. Narrative Proposal- max.4 pages (short vision on the working methodological document, short action plan and outputs, etc.)

  2. Financial Proposal with all direct and indirect costs included (the maximum budget limit will be of 22’000 USD)

  3. CV of the NGO or individual expert, including proven experience in setting up methodologies in child participation

  4. CV/s of the expert/s involved in setting the methodology.

All proposals will be developed and submitted in English. Incomplete offers shall not be examined. Only short - listed candidates will be contacted for discussion and negotiation of proposals. The final narrative and financial proposals will be submitted by 30 June, 2011. Tdh reserves the right to select the proposal that will better meet cost- efficiency relation. Tdh ensures the equal treatment of candidates and the confidentiality of information provided.
