Consulting Services: Procurement Specialist

Position No: CSTB 2068B Retender

1. This request for expressions of interest is being published in the current United Nations Development Business and World Bank DG Market.
2. The Independent State of Papua New Guinea has obtained financing from the World Bank and International Fund for Agricultural (IFAD) development toward the cost of the Productive Partnerships in Agriculture Project (PPAP), and intends to apply part of the proceeds of this financing to payments for the services of a highly organized and experienced professional Procurement Adviser/Specialist(PA)to provide guidance and support with project procurement.
3. The principal objective of PPAP is to improve the livelihoods of smallholder cocoa and coffee producers through the improvement of the performance and sustainability of value chains in cocoa- and coffee-producing areas.
4. The project is focused on the coffee and the cocoa industries and will include the following components: (i) strengthen key sector agencies and enhance industry coordination in the two sectors, (ii) develop demand driven public private sector partnerships to improve the delivery of services to and increase the livelihoods of the smallholder rural sector, and (iii) address critical market infrastructure constraints facing the industry.
5. Project coordination and oversight will be provided by way of a small Project Coordination Unit located within the Department of Agriculture and Livestock (DAL), with sector specific Project Management Units (PMUs) located in the Coffee Industry Corporation (CIC) and the PNG Cocoa Board (PNGCB) respectively. The project will run for five years from mid April 2011.
6. The Procurement Adviser will provide guidance to the PCU in DAL and to the Senior Procurement Officers in each of the PMUs in Goroka and Kokopo, for all procurement in relation to the project. Key duties will include ensuring that all procurement is carried out in accordance with the project agreements and documents, developing suitable procurement and contract management systems, and training and mentoring of relevant project staff. The position will report to the PCU Project Coordinator and will be for 13 months over the first three years of the project.
7. DAL now invites eligible individual Consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services: Curriculum Vitae (CV) (description of similar assignments, experience in similar conditions, general qualifications, etc., and in addition, provide the names and business contacts and email addresses of three referees).
8. The selected individual will have an appropriate tertiary qualification with at least 10 years international procurement experience. S/he should also be experienced in training and mentoring counterpart staff and ideally, be familiar with World Bank and GoPNG procurement procedures.
9. The duration of the assignment is thirteen (13) months over the life of the project - PY1, 9 months, PY2, 3 months and then PY3, 1 month.
10. An individual consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006 and May 2010)
