EITI Policy Analyst Revenue Watch Institute

Revenue Watch is a leader in the development, implementation and internationalization of the Extractive Industries Transparency Initiative (EITI), having first served on the International Advisory Group that created the EITI process and now serving our third term as a civil society representative on the EITI International Board. We believe that a strong, progressive and expanded EITI offers national and international opportunities to advance the broader agenda of natural resource transparency and accountability. Towards this end, RWI provides technical support to the initiative, producing original research, facilitating trainings for national multi-stakeholder groups and civil society, and giving grants to local NGOs and coalitions for monitoring activities. This support, together with critical analysis and advocacy, has helped to ensure EITI remains a robust and relevant process.

Based in either London or New York, the EITI Policy Analyst will lead our institution's multifaceted engagement with EITI. This will include providing support to the Revenue Watch representative to the EITI International Board, designing and implementing EITI trainings, providing technical assistance to EITI processes globally, conducting research on EITI related issues and linking EITI advocacy to our broader global advocacy agenda. The EITI Policy Analyst will report to the Deputy Director and work in collaboration with Revenue Watch's capacity building, technical assistance and research teams, as well as Revenue Watch's regional offices.

RESPONSIBILITIES:

Responsibilities include but are not limited to:

  • Leading in the definition and pursuit of Revenue Watch's positions on key EITI issues, consulting with regional partners and colleagues as needed, while staying abreast of EITI advocacy opportunities.
  • Leading RWI's EITI advocacy at the global level and supporting EITI outreach and advocacy at the national levels.
  • Contributing to the design and implementation of capacity building workshops and training modules in tandem with regional staff.
  • Providing technical assistance to country-level EITI institutions as requested, including but not limited to report analysis and template design.
  • Compiling and analyzing lessons learned on EITI so to advance our broader effort to exhibit the benefits of multi-stakeholder approaches and transparency.
  • Conceptualizing and undertaking policy and applied research to critically assess the EITI and push forward its implementation. One project will entail the design of EITI reporting templates in new areas, such as subnational revenue flows, national oil companies and contract transparency.
  • Providing assistance to the Revenue Watch representative to the EITI International Board, including but not limited to reviewing board materials and facilitating inputs from Revenue Watch regional staff and partners, prepping and participating in the international board meetings, disseminating key decisions from the board and committee meetings and supporting the consultation process.
  • Maintaining internal and external communications around EITI, including providing inputs to the RWI website and newsletters and disseminating updates as appropriate.
  • Reviewing EITI-focused grants and providing technical support as requested and complementing regional support.
  • Additional institutional and research support as necessary.

REQUIREMENTS/QUALIFICATIONS:

  • Graduate degree in relevant field (political science, economics, finance/accounting, law or international affairs).
  • Strong research, writing and organizational skills.
  • Fluency in the Extractive Industries Transparency Initiative and familiarity with international transparency and multi-stakeholder initiatives, or enough relevant knowledge in petroleum and mining sectors and/or public financial management so as to develop this expertise quickly.
  • Understanding of basic dynamics of extractive industries and public finance, as well as issues of transparency and governance.
  • Proficiency in a foreign language (French, Spanish, Russian or Arabic) is strongly preferred but not required.
  • Experience working in developing countries and with training/capacity-building programs is desirable.
  • Strong computer skills.
  • Close attention to detail in all tasks.
  • Integrity, professional discretion and an ability to interact effectively with diverse partners.
