M & E/Research Advisor (Sr.) - ENGINE RFA

To coordinate the ENGINE program’s overall research agenda, including monitoring, evaluation and research initiatives at all levels and to provide technical assistance and training of program staff in planning, design and implementation of ENGINE activities to support organizational learning.

KEY RESPONSIBILITIES:

Provide overall technical leadership and oversight of monitoring, evaluation and research work in ENGINE. Provide technical advice for the development and implementation of M &E and Research systems, and oversight of all ME & Research activities and results reporting. Provide technical guidance for operations research and special assessments (develop study, design and methodology including sampling procedures, assist with implementation, analysis and write-up) to inform policy. Work with ENGINE Nutrition and Health, Nutrition and HIV/AIDS and Nutrition and Livelihood advisors to develop the programme’s Performance Monitoring Plan (PMP). Develop, conduct, manage and/or backstop research and field support activities related to the household nutrition and livelihood components. Technically review all information produced by ENGINE and maximize its use in strategy and program planning, refinement and execution. Review and provide feedback on study protocols carried out in Ethiopia, in compliance with USAID’s Evaluation and Research Standard Operating Procedures. Ensuring that all project M&E documents, data, and other information required for program strategic planning and reporting are prepared and submitted on time and in compliance with the requirements of USAID. Oversee data use capacity building across ENGINE project and partner staff through use of evidence-based decision making curriculum. Developing approaches for strengthening the M&E capacity of regional and in-country implementing partners, including mentoring M&E specialists in the local offices where the project has a presence. Assure that evaluation and documentation of ENGINE activity outputs and outcomes are integrated into capacity building components of the program Initiate and maintain strong ties with all ENGINE M&E and Research partners. Represent ENGINE in National Working groups responsible for developing research related protocols and guidelines. Carry out capacity building and on-the-job mentoring as needed to strengthen the technical skills and capacity of ENGINE staff in monitoring and evaluation related issues.

KNOWLEDGE, SKILLS & ABILITIES:

Required: PhD in nutrition or public health or related fields At least ten years of experience in each of the following areas: Strong grounding in the use and analysis of data by applying epidemiological models. Capacity to evaluate data for evaluation purposes. Developing M & E tools and materials. Demonstrated ability to write technical articles and/or success stories of the quality expected by peer reviewed publications. Demonstrated experience in relevant operations research.
