The vision of the Department of Cooperative Governance is one of having a well coordinated system of Government consisting of National, Provincialand Local spheres working together to achieve sustainable development and service delivery. The Department intends to invest in human capital, increase integrated technical capacity directed at service delivery and promote representivity in the Department through the filling of these posts. Candidature of persons whose appointment/transfer/promotion will promote representivity will therefore receive preference.

Director-General: Cooperative Governance
(5-year contract post)

Salary: All-inclusive remuneration package of R1 339 518 per annum. The package includes a basic salary (60% of package), State’s contribution to the Government Employees Pension Fund (15% of basic salary) and a flexible portion that may be structured in terms of specific guidelines (Level 16) (Ref. 84423)

Requirements:

Applications are invited from persons in possession of an appropriate tertiary qualification and extensive proven senior management experience. A postgraduate qualification will be an added advantage. This is a high-level managerial position and would suit candidates with the following skills and experience:

  • Proven strategic leadership, organisational and people management, communication (written and verbal), analytical and advanced project management skills
  • Ability to provide vision, set organisational direction and inspire others to deliver on the organisational mandate. Furthermore, the applicant must possess extensive general management and leadership skills to execute the following five strategic priorities:
  • Building a Developmental State in Provincial and Local Government that is efficient, effective and responsive
  • Working with partners, stakeholders and communities outside of Government
  • Strengthening Accountability and Clean Government
  • Accelerating Service Delivery and supporting the vulnerable
  • Fostering development,partnerships, social cohesion and community mobilisation.

Duties:

The successful candidate will be the Accounting Officer responsible for effective and efficient management and administration of the Department, including, amongst other responsibility areas, the following key performance areas: Integrated Governance, Regional Integration, Implementation of the Minimum Information Security Standards (MISS) and the overall accountability for security and strategic management of the Department. Other responsibilities include:

  • Ensuring that financial and physical resources allocated to the Department are expended cost effectively
  • Managing the Human Resources of the Department
  • Providing strategic leadership direction aligned with the departmental objectives
  • Managing delivery in all the programmes of the Department
  • Forging and enabling better vertical and horizontal relationships between the three spheres of Government and all sectors
  • Building a developmental state in provincial and local government by making it more effective, efficient and responsive
  • Working with partners, stakeholders and communities outside of Government
  • Strengthening support, management and oversight capability of provincial and municipal service delivery
  • Providing general management and leadership.
