Disbursement Specialist/ (French area)

To review withdrawal applications required to approve project disbursements and develop all required analyses and reports to ensure that beneficiaries of the Islamic Development Bank (IDB) Group are served as efficiently and effectively as possible.

Responsibilities:
  • Contribute actively to the development of the Disbursement Division work plan
  • Review withdrawal applications submitted by member and non-member countries, ensuring that they are fully compliant with policies, procedures, laws and regulations
  • Clear the disbursements in area of focus, ensuring all required documentation is available and submitted to the Division Manager for final approval
  • Manage disbursements, ensuring accuracy and timely execution of transactions
  • Review financial transactions to ensure accuracy, and follow up in case of any discrepancies
  • Respond to requests and inquiries relating to disbursements
  • Liaise with banks and other intermediary financial institutions to resolve issues that may arise and ensure disbursements are properly effected
  • Work in close collaboration with the Treasury Department to make sure that funds are available for disbursements in a timely manner
  • Conduct disbursement seminars and assist the Operations Complex in start-up workshops conducted internally or abroad
  • Maintain all required documentations as per IDB’s policies and procedures
  • Conduct comprehensive analysis of disbursement
  • Collate, prepare and present information to management, to raise awareness and support the decision making of management
  • Assist the Division Manager in drafting the weekly OCM Report, monthly KPI Report and quarterly Stakeholders Report
  • Generate ad-hoc reports on all disbursement activities as required
  • Adhere to policies and procedures that direct disbursement processes, ensuring that are in line with IDB’s policies, accounting best practices, statutory requirements and meet changing business requirements
  • Review IDB’s policies, processes and procedure manual related to disbursements and suggest recommendations for improvement
  • Perform other related duties on an ad-hoc basis, in the absence, or as assigned by the immediate supervisor
  • Train new hires in all aspects of the disbursement tasks
  • Maintain confidentiality of all information seen and heard within the boundaries of the role and disseminate as required
  • Provide direction and delegate tasks to team members
  • Act as mentor and provide coaching to team members
  • Generate commitment, motivation and enthusiasm
  • Monitor the team’s performance throughout the projects undertaken and provide feedback
Qualification & Experience:
  • 4 to 6 years experience
  • Knowledge of disbursement processing, including knowledge of the policies, regulations and laws applicable to approve disbursements
  • Knowledge of bookkeeping principles, banking procedures and typical cash management, and disbursement procedures
  • Undergraduate degree in Business Administration or related field
  • CA, CPA or CIMA preferred (recognized professional membership)
