Field of activity
In September 2008, GIZ established the Alliance for Financial Inclusion (AFI) with funding from the Bill & Melinda Gates Foundation. AFI is the first global knowledge-sharing network designed by and for financial sector policymakers and regulators to identify and implement proven and successful policy solutions that have delivered tangible results. AFI supports its members in policy development and implementation by using a peer-to-peer learning approach, facilitating online and face-to-face exchanges, regionally and globally, supported by grants and policy research. Within three years, AFI attracted a diverse membership base that is now 85 institutions strong. AFI has also cultivated relationships with external partners and developed a voice on the global stage, evidenced most notably by its G20 relationship and input to global standard setting bodies. In 2012 and 2013, AFI will further enhance its services to the members, deepen the network activities, explore ways to further promote innovative policy solutions for financial inclusion, and strengthen its positioning in the global financial inclusion policy arena.

Responsibilities
The Monitoring and Evaluation Specialist (M&E Specialist) will report to the Director of Strategy and Network Development (which includes, strategic planning, M&E, and network development and management). He/she will be mainly responsible for evaluating the results of AFI activities, the impact of financial inclusion policies made in member countries, and the overall effectiveness of the AFI approach. He/she will work in tandem with an additional M&E Specialist and in close collaboration with the rest of the Strategy and Network Development team to capture lessons learned and make evidence-based planning decisions. The M&E Specialist will interface with all departments, particularly with the grant process, to support each in evaluating and documenting relevant results. He/she will also interface closely with the communications team to ensure timely sharing of success stories.

His/her responsibilities include but are not limited to the following:
• Lead the development of the overall AFI M&E Strategy and continue to update on an annual basis
• Perform evaluations of grants, working groups and other AFI services (conduct interviews with stakeholders and write a brief report on results)
• Facilitate an AFI working group on data to define a framework for measuring financial inclusion and to develop new measurement tools and resources for policymakers and other international bodies to monitor financial inclusion and assess policy impact
• Oversee and support an external final evaluation of AFI
• Lead the implementation of other evaluation tools such as case studies of AFI members or a Social Network Analysis of the AFI network
• Design, analyze and write reports on the feedback from AFI surveys, such as an annual member needs assessment survey and Global Policy Forum evaluation survey
• Develop a system and follow-up with AFI members on the progress they have made towards their commitments under the Maya Declaration for Financial Inclusion
• Develop further the Theory of Change of AFI and develop appropriate indicators together with other colleagues
• Horizon scanning of impact evaluations and research related to financial inclusion
• Support all AFI departments to meet their internal M&E needs

Qualifications
You have an advanced university degree in management, economics, political sciences or other relevant qualifications. You have excellent analytical skills and have had experience applying both qualitative and quantitative evaluation tools. You have substantial experience in program evaluation and impact measurement in any field, but you also have some experience and profound understanding of financial inclusion policy issues and economic development. You are an inspiring, strong team player and consensus builder, and you have strong interpersonal skills. You have some understanding of the socio-economic conditions in the countries that make up the AFI network. You are well organized and have excellent writing and communication skills. You are fluent in English. Proficiency in French and/or Spanish is a plus.
