ICT Assistant (Network Administration) Grade: G6

Description of duties:
Under the direction and supervision of the ICT Assistant (ICT Infrastructure), the incumbent will perform the following duties:

1. Ensure reliable operation and optimal performance of SEARO's Local Area Network:
Ensure that LAN architecture is in line with ICT best practices and in accordance to WHO global network standards;
Implement LAN in SEARO including planning, installation and configuration of all LAN devices and components; supervise network cabling installations and ensure compliance with WHO requirements;
Administer SEARO's LAN, including carrying out required maintenance of LAN components, configuration changes, review of daily logs and statistics, analysis of performance indicators, performing operating system updates, fixes and patches of all LAN devices, in addition to other LAN administration tasks, to render smooth network operations and performance enhancement;
Install and configure Network Management and monitoring systems in SEA offices in line with WHO global IT systems and standards and perform regular monitoring of network components and performance;
Liaise with network equipment providers for timely rectification of network related problems, in accordance with service level agreements with these providers;
Troubleshoot and resolve network related problems and faults and escalate to GSD and HQ as required.

2. Maintain the security of SEARO's network and its compliance with WHO IT Security Policy and Standards:
Implement network hardening and security measures in accordance with industry best practices and WHO IT standards and guidelines;
Administer SEARO's Firewalls and serve as the focal point for Managed Firewall service for SEARO and WCO's, liaise with GSD and HQ on firewall rules changes, report and follow up on faults related to firewall operations;
Implement and administer network security related systems including Intrusion Detection, Authentication Servers, Network Admission Control and Secure Wireless Access to the network.

3. Maintain reliable and cost effective operation of the R.O. and WCO's connectivity services:
Monitor the utilization and performance of the Internet and GPN connections for SEARO and WCO's on a daily basis;
Troubleshoot faults and performance issues with connectivity services and escalate to Service Providers, GSD and HQ as required;
Liaise with HQ on connection upgrade requirements and implementations, supervise changes and upgrades of the connections ensuring minimum service interruption;
Coordinate and support implementation of connectivity services in SEA offices;
Maintain an updated list of all connectivity services in SEA Regional and WCOs;
Conduct regular tests of backup connectivity in SEA R.O. and WCOs and ensure seamless fail over to backup connections in all SEA locations;
Contribute to implementing Information Technology Infrastructure Library (ITIL) standards for efficient service delivery;
Maintain checklists, procedures and processes for effective ICT infrastructure support and service delivery;
Maintain configuration documentation for various ICT hardware, e-mail, internet, security, operating system etc.;
Assist in formulating and implementing the regional ICT policies for RO, CO and field offices;
Provide technical assistance for ICT setup in Strategic Health Operation Centre (SHOC) Room and Operation Rooms.

4. Administer SEARO's Telephony Services and ensure reliable and cost effective operation of the services in SEA office:
Install, configure and administer Telephony system and related interfaces and applications in SEARO, support Telephony installations and operations in WCOs and perform system upgrades and fixes;
Troubleshoot and correct faults with Telephony system and user reported problems;
Generate detailed Telephony usage statistics and reports to support effective analysis of costs and performance.

5. Administer, control and manage the Regional office mobility services and provide support to country offices and field offices as required, this includes:
Provide installation and management support for internet and mobile messaging solution;
Administer Remote Access Services and ensure reliable operation of the service, troubleshoot RAS faults and user problems and coordinate operation of RAS with NOC in KL and with HQ;
Support in implementing an effective system for disaster recovery and business continuity,

6. Technology Assessment support:
Contribute to discussions, technology evaluation and testing of Global IT services and standards in the Networking and Telecommunications area and ensure SEA region requirements are addressed;
Assist supervisor in recommending technically feasible, sustainable and most cost-effective solutions to WCOs and to member states to meet their ICT infrastructure requirements;
Assist planning, designing, architecture and budget preparation for ICT infrastructure projects.

7. Provide technical support to other members of Technology Services team and to contractors, as required during implementation of new or changed sites on the WHO network, to ensure effective WAN, LAN, PBX interfacing, and to help complete provisions of the Acceptance Test Protocol document for each site.

8. Serve as a backup for other team members in the ICT Infrastructure Services team in their absence. Carry out any other duties relevant to the job, as required by the supervisor.
REQUIRED QUALIFICATIONS
Education:
Secondary School education supplemented by relevant courses in Information Technology.
Cisco Certifications, Information Technology Infrastructure Library (ITIL) foundation.
Skills:
Formal training, certification and experience in Network designs, network management, switching technologies, telecommunication related equipment, network security. Extensive knowledge and experience in configuration, implementation and maintenance of networks, switches, routers, IP voice and structured cabling. Very good understanding of TCP/IP. Sound knowledge of ICT management good practices and industry trends particularly those pertaining to Networking services and information security management.
Good presentation skills and document writing skills. Ability to meet deadlines and produce results, cope with constant work pressure, adapt to change in technology and move forward in a changing environment. Proven team working skills.
Proficiency in managing enterprise networks (LAN/WAN), Windows operating systems, management of routers, firewalls and IDS/IPS devices.
Experience:
At least six years of experience in implementing and managing enterprise networks, LAN/WAN, telecommunications, telephony infrastructure, audio/video conferencing applications and network security. Knowledge in implementing ITIL based service delivery.
Languages:
Good knowledge of written and spoken English
