Due to decentralisation of our programmes and the implementation of a Single Management Structure with the other Oxfam affiliates we are in the process of setting up new country offices. To support this process we are looking for

Two International HR Advisors
Full time
Contract period: one year with the possibility of extension


The two International HR Advisor positions have different focus areas; one has a focus on development of local strategic and operational HR and Learning and Development, and the other has a strategic Reward focus.
For both positions the main objective is to advise and support line managers and staff in the field on the application, implementation and progress of the different HR policies and ways of working. These in line with Oxfam Novib’s International HR strategy.
Both require extensive travel (80% of time) and international experience and experience in change management.
You will be line managed by the HR manager at head office level and you will be working in close cooperation with the International HR advisors at the head office in The Hague.


Main tasks (interchangeable between both positions):

  • You contribute to the development and implementation of change processes from the HR perspective;
  • Analysing the needs and priorities for the HR work and discuss and consult with HR at head office, Country Director and Associate Country Director;
  • Support the management of country offices with the set up of HR structure, system, policies, guide lines in line with the Oxfam Novib HR strategy for country offices based on HR toolkits;
  • You advice the country office management on implementation of HR strategy and Reward for national staff;
  • Analyse and investigate the local legal situation as needed for the development of local terms and condition package and to mitigate legal risks;
  • Assess the procedures and systems, and ensure they are fit for purpose and the staff all know and understand them;
  • Induction, coaching and developing staff and staffing development plans with managers, as needed in country, in conjunction with the Head office HR team; Support the line managers in the country office to develop and support the staff and partners in development of a strategic L & D strategy based on HO policies;
  • Develop and implement and check all aspects of health and safety and well being for the staff in the workplace;
  • Work with the Security Advisors to ensure the staff are aware of security procedures and policies;
  • Lead in-country Reward Harmonisation where applicable, using the Reward Harmonisation toolkit and ensure the salaries, terms and conditions are most effective and efficient. Work with the other Oxfam affiliates;
  • Liaise, learn and share between the head office, country offices of Oxfam Novib and cooperate with other Oxfam affiliates.

You have

  • A Bachelor or University degree in Human Resources;
  • A minimum of four years of experience in a similar position;
  • Practical experience in supporting change processes;
  • Demonstrable International Field experience;
  • Experience on either Reward and/or Learning and Development;
  • An excellent command of the English language and preferably French and the Dutch language too, both in speaking and in writing;
  • Willing to travel frequently abroad, also to less secure areas and often difficult work environments.

  • Flexibility to working conditions and hours;
  • Ability to translate conceptual idea’s to root level implementation;
  • High level of sensitivity for cultural differences and willingness to work with and for such an environment;
  • Excellent communication skills.

We offer
A salary of maximum € 3,581 gross per month on the basis of a 36-hour working week and additional T&C when working in the field.
