Iraq Programme Manager

NRC Iraq works to mobilize and enable IDP communities in Baghdad to access basic services until the process of transition from relief assistance to durable solutions is realised. In line with IDP Guiding Principles, NRC seeks to encourage and enable the Government of Iraqi to take responsibility for meeting the needs of vulnerable displaced communities within its borders, given that it has the expressed desire and material and human resources to do so. NRC works with stakeholders at the local, district, and national level to better coordinate efforts to assist and protect IDPs, and furthermore, to ensure IDP communities are themselves aware of their right to obtain services from the Iraqi government.

Given that Baghdad is a high-risk security environment the employee will be entitled to two rest & recreation leaves every 6 months and will be asked to work some weeks from NRC’s office in Beirut, Lebanon. The Programme Manager reports to the Country Director.

Job description ■Overall management of NRC programmes in Iraq in line with project proposals and budgets, NRC core activity policies, and NRC Iraq country strategy ■Follow up, support and guide, Project Manager(s) and Project Coordinator(s) ■Prepare project proposals/applications for funding to various donors ■Contribute to development of community assessment and monitoring tools, enhanced coordination, and community mobilization methodology ■Collate and analyse available information about the settlements, identify protection needs and provide support in the design of effective response mechanisms ■Establish close relationships with partners and onsite coordination, and develop and maintain a good working relation with UNHCR and UN-Habitat through joint interventions at the strategic and operational levels ■Play an active role as interlocutor for NRC’s activities at the country office level to ensure synergy between projects ■Prepare internal and external reports, and project proposals to donors ■Ensure programme staff follows NRC’s security standards ■Keep the Country Director informed about important issues relative to security, relations with the local authorities, friction within communities, etc.

Qualifications ■University degree or higher education relevant to the assignment: preferably in social sciences, international policy or international development ■At least five years of relevant field experience in international project-management and programme based advocacy ■Experience in financial, asset and human resources management, budgeting and administration ■Proven experience in Project Cycle Management ■Prior experience and proven capability in training and capacity development ■Strong communication, interpersonal, analytical and negotiation skills ■Proven skills and experience in report and proposal writing ■Advanced computer skills, especially in Word, Excel and Power Point ■Fluency in English ■Diplomatic ■Ability to work under pressure and with limited supervision ■Ability to cope with a constrained living and working environment ■Flexible and creative, with a sense of humour.

We offer ■Commencement: April 2012 ■Contract period: 12 months ■Salary/benefits: According to NRC’s general directions, approximately NOK 52 400,- (€ 6 800) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.

■The advertised positions duty station is Baghdad, Iraq. NRC Baghdad is a non family duty station and classifies as a high risk environment, which maintains limited freedom of movement, recreational and social facilities. Given that Baghdad is a high-risk security environment the employee will be entitled to two rest & recreation leaves every 6 months and will be asked to work some weeks from NRC’s office in Beirut, Lebanon.

■Accommodation will be provided within a secure compound. Staff will have their own bedrooms, but share communal cooking and washing facilities. Electricity is available continuously by means of generators as required. Staff will not be able to do their own shopping, but most items of food and non-food stuffs are available.
