M&E Advisor WCF-West Africa
The World Cocoa Foundation seeks a Monitoring and Evaluation (M&E) specialist to provide strategic leadership, oversight and management to key aspects of its M&E activities under three banner programs – the Cocoa Livelihood Program (CLP), the Empowering Cocoa Households with Opportunities and Education Solutions (ECHOES) project, and the African Cocoa Initiative (ACI). All three are headquartered in Accra, Ghana and all have significant requirements to develop, implement and report on their intended monitoring and evaluation frameworks. The primary objective of this new position is to ensure that CLP, ECHOES, ACI and the WCF’s larger programs can design and deliver state-of-the-art M&E services for the different donors, government and non-governmental stakeholders, and participating industry members. The selected Advisor will play a critical role in directing, supporting, and integrating M&E activities for all three programs. The compensation package will be commensurate with experience and training.

Position responsibilities include:
• Provide leadership in the development and implementation of the M&E activities for all WCF programs that draws on best practices in cultural competency;
• Lead in the design, execution and analysis of baseline, interim, and final evaluations using mixed methods approaches and using innovations in mobile technology;
• Assist WCF in the future development of its global sustainable cocoa monitoring and evaluation platform for reporting;
• Support WCF’s implementing partners to strategize, develop and implement tailored M&E plans, systems and processes, including providing technical assistance and training;
• Ensure the development of M&E capacity across the program and facilitate program learning and the sharing of lessons learned on M&E across sector; this includes researching, documenting and reporting on case studies and success stories;
• Assist WCF in securing periodic technical services from qualified professionals and firms skilled in M&E services.

Qualifications and experience proposed:
• Minimum 10 years of professional experience in program monitoring and evaluation including but not limited to impact evaluations with comparison groups, control groups, and/or randomized control trials (RCTs), performance monitoring, and knowledge management;
• Extensive understanding of statistical methods of data collection and analysis;
• Direct M&E experience in areas of agriculture development in general, and the cocoa sector, other cash crops, and the measurement of impact in agriculture households and communities;
• Minimum MA, or MS degree in relevant fields;
• Strong teamwork and donor/government relationship management skills;
• Demonstrated ability to write clear and concise technical reports, success stories and other communication documents for government funding, private funding, and the general public;
• Fluency in French preferred
