Public Financial Management Advisers (National) - Jakarta

The Australia Indonesia Partnership for Economic Governance (AIPEG) is an AusAID-funded project assisting Indonesia to undertake economic and financial policy reforms. Norton Rose Australia, the Managing Contractor, is seeking applications from Public Financial Management (PFM) Advisers (potentially several positions). The duration of the appointment will be seven months fulltime but there is a strong likelihood that the positions will be extended.

The PFM Advisers will assist selected Government of Indonesia (GOI) line ministries implement significant planning and budgeting reforms. Specifically, the PFM Advisers will assist the line ministry (or agency within the ministry) implement a Performance Based Budget (PBB) and a Medium-Term Expenditure Framework (MTEF).

The successful candidates will be expected to have a sound understanding of planning and budgeting in Indonesia and should possess significant experience working on budgets in government agencies (either within the Ministry of Finance, Bappenas or a line agency) or consulting experience with the GOI related to planning and budgeting. The ability to build productive working relationships with GOI officials is essential. More specifically, the PFM Advisers should be able to demonstrate the following qualifications, skills, attributes and personal qualities:

a. Qualifications & Experience:

  • Significant experience in/detailed technical knowledge of GOI planning and budgeting gained either through working in a GOI agency or through consulting experience;
  • Minimum Bachelor degree, preferably in the areas of finance, accounting, economics or public policy/administration. A Masters degree or above is desirable;
  • Sound knowledge of GOI bureaucratic structures, processes, culture, relationships and regulations;
  • Strong analytical skills particularly related to business process improvements;
  • Experience with spreadsheets and budget IT applications; and
  • Ability to provide training/capacity development.

Desirable:

  • Experience in planning and budgeting within certain sectors such as Infrastructure, Health or Education.

b. Personal Attributes:

  • Strong relationship management skills, particularly in dealing with senior government officials;
  • High level communication skills and ability in both Bahasa Indonesia and English; and
  • Strong personal drive, initiative and a desire for continuous improvement.

Desirable:

  • Experience working with international Advisers and aid programs providing technical advice; and
  • A working knowledge of GOI budget and planning reforms.

Short-listing Questions

  • Outline your experience in planning and budgeting in Indonesia and explain why you believe your experience makes you a suitable candidate for the position of PFM Adviser (focus in particular on how your experience has given you an in-depth knowledge of Indonesia’s planning and budgeting system).
  • Thinking about the challenges and risks associated with successfully introducing and implementing reforms to planning and budgeting in Indonesia:

a. What do you believe the major challenges, risks and barriers would be?
b. How would you deal with these risks, challenges and barriers?

  • What key pieces of advice (i.e. the do’s and don’ts) would you give an International Adviser on how to convince senior line ministry officials to improve the planning and budgeting processes within their ministry?
  • Briefly outline your understanding of the planning and budgeting reforms in Indonesia (refer to any experience you may have with regard to these reforms in Indonesia).
