Organizational Setting

The Department of Technical Cooperation (TC), through Major Programme 6 -Management of Technical Cooperation for Development, provides strategic direction for planning and works closely with Member States to formulate and implement the technical cooperation programme based on their identified needs, interests and priorities. The Department comprises four Regional Divisions (Africa, Asia and the pacific, Europe and Latin America) and the Division of Programme Support and Coordination. The TC operating environment is dynamic, participative and interactive with continuous inputs received from the Board of Governors, the General Conference, policy and decision makers and technical counterparts in Member States and the international development community

The Division of Programme Support and Coordination is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, expanded cooperation through existing and new partnerships and resource mobilization, efficient management of financial resources, data and information and also covers outreach and reporting.

The Quality Assurance Assistant reports to the Head of the Quality Assurance Section. He/she works with a high degree of independence. Supervisor defines general objectives and deadlines and reviews the outputs as needed.

Main Purpose

The Quality Assurance Assistant will be in charge of the coordination and formulation of the TC Department's response to the Office of Internal Oversight Services (OIOS) (audit, evaluations and management reviews, External Audit and Joint Inspection Unit (JIU) reports) and organizing data to support development of TCP standards as well as TCP performance monitoring and reporting.

Working Relationships

The Quality Assurance Assistant has regular direct interaction with staff within the Department of Technical Cooperation as well as with OIOS to coordinate feedback, inputs and comments to OIOS activities.

Functions / Key Results Expected

  • Collect, consolidate, organize, follow-up and monitor the inputs and status of OIOS, External Auditor and JIU reports and recommendations.
  • Regularly update responses to recommendations in the OIOS TeamMate database.
  • Support the Section in converting OIOS recommendations into lessons learned.
  • Consolidate and organize data and information to support development of TCP procedures, standards and performance monitoring.
  • Participate in the implementation of training activities by helping to prepare training materials and coordinating logistical arrangements.
  • Assist the Section in the quality review of TC projects and relevant documents by checking the content for consistency, clarity and logic.
  • Perform other duties as required.

Knowledge, Skills and Abilities

  • Good knowledge of the IAEA's organizational structure and TC's programmes, activities, procedures and processes.
  • Familiarity with results-based management.
  • Excellent planning and organizing skills.
  • Excellent analytical skills: Ability to interpret policies and procedures and summarize/draft TC responses, ensuring that recommendations/actions are in compliance with policies and processes.
  • Ability to identify potential problems and to suggest sound solutions.
  • Familiarity with or knowledge of OIOS activities, procedures and processes.
  • Familiarity with quality management systems or project management is desirable.
  • Interpersonal skills: Effective collaboration with officials at all levels, in a multicultural setting with respect and sensitivity for diversity. Ability to deal with difficult or sensitive situations in a tactful and professional manner. Strong client orientation.
  • Ability to initiate and respond effectively to changes related to the field of work.
  • Proficiency in MS Office 2010, which is the IAEA standard (Word, Excel, Outlook, PowerPoint), and the ability to use databases.

Education, Experience and Language Skills

  • Completed secondary education.
  • Minimum of 10 years of progressively responsible experience supporting programme and project management or quality management, including experience with an international organization.
  • Fluency in spoken and written English. Working knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian or Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €46 145 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
