Urban Regeneration and Reconstruction Manager (12 month Fixed Term Contract) - Port au Prince, Haiti – £40,000 per annum (plus daily allowance currently £14,235 per annum) & other excellent benefits including accommodation, 30 days annual leave, Insurance, Return Flight, etc.

The Role

Following the Earthquake that hit Haiti in January 2010, under the coordination framework of the international Federation of Red Cross/Crescent Societies, BRC established an integrated programme to assist affected communities to recover from the disaster. A survey of a camp population in Port au Prince in 2010 identified livelihood as a primary need with shelter and sanitation as additional support mechanisms. The BRC team developed an integrated recovery programme to support the earthquake affected camp population to return to their original neighbourhood.

We are now looking for an Urban Regeneration and Reconstruction Manager who will be responsible for leading and managing the BRCS Urban Regeneration programme in Port au Prince with the overall operational goal of improving the living environment, infrastructure and housing condition for earthquake affected urban families and to contribute to re-establishing sustainable livelihoods through a community regeneration and recovery approach.

The manager will lead the strategic development and delivery of urban regeneration and reconstruction as part of an integrated neighbourhood recovery programme combining livelihoods, shelter and WATSAN to create a resilient, sustainable community in accordance with BRCS and IFRC recovery principles and practices.

The key objectives for the Urban Regeneration and Reconstruction Manager will include:

1. Lead BRCS in the development of a community owned and driven integrated urban regeneration strategy; providing technical direction for the programme and ensuring the close integration of all relevant sectors (to include housing repairs, construction, water, sanitation, drainage, community infrastructure and livelihoods) within the programme.

2. Ensure a systematic partnership-based approach to the Urban Regeneration Programme which is inclusive of relevant communities, individuals, families, municipal and national government authorities, private enterprise, humanitarian organisations and other actors in order to ensure a community owned and driven approach.

3. Develop a reconstruction approach to reflect the urban environment and land tenure conditions present in Haiti and specifically Port au Prince to facilitate families to obtain safe shelter, ensuring all reconstruction interventions are compatible with relevant codes of practice.

4. Establish, maintain and monitor a detailed coordinated plan of action for the overall BRCS urban regeneration and reconstruction programme.
