Planning, Budget and Resource Coordination (PBR)
OBJECTIVES OF THE PROGRAMME :
Planning Budget and Resource Coordination (PBR) is responsible of the strategic and operational planning, budget management, resource coordination, and performance monitoring and assessment processes in the Organization. It is also in charge of program management, identification, design, piloting, negotiation, and evaluation of voluntary contribution projects. Leads and coordinates the management of information system of the Bureau, working in coordination with the different business owners. Finally, it is in charge of institutional and organizational development. PBR ensures that the mandates of the Governing Bodies and relevant international fora are addressed by the PAHO Strategic Plan, which in turn should be aligned with the Health Agenda for the Americas and Global Work Plan and Planning and Budget of the World Health Organization (WHO). PBR leads the Organization's Results-based Management framework in coordination with the PASB Executive Management and working with all entity managers. It contributes to the organizational learning through sharing of lessons learned from different assessments and evaluations conducted at all levels of the Bureau
Description of duties:
Under the general supervision of the Manager, Planning, Budget and Resource Coordination (PBR) and the direct supervision of the Senior Advisor, Program Budget Management, PBR/PB, the incumbent is responsible for, but not necessarily limited to the following duties:
a) Plan, formulate, and prepare the Organization's biennial program budget; prepare instructions and budget guidelines for the submission of biennial workplans; analyze biennial workplans for accuracy, completeness, conformance with established policies and procedures; identify deviations from established norms; prepare summary documentation for review by the Executive Level;
b) Coordinate the work for the elaboration of the Official Program Budget document; ensure compliance with guidelines provided by the Executive level; prepare draft working documents for the Governing Bodies; oversee the work of the staff involved in the document preparation process;
c) Interpret instructions and guidelines from WHO for the preparation of PAHO's portion of the WHO program budget; prepare the budget estimates to be submitted to WHO Headquarters, incorporate decisions and proposals made by the Executive level;
d) Provide technical support for the PAHO Management Information System (PMIS), in terms of budget process development and implementation;
e) Manage the transfer of the program budget appropriation and allocation information into the operating budget; coordinate the preparation and notification to Headquarters and Country Offices of the biennial operating program budget approvals;
f) Coordinate the design and manage initiatives for enhancements of the Program Budget information system module and ensure coherence with the information requirements of the WHO management information system;
g) Coordinate with the appropriate staff throughout the Organization the definition and inclusion of budget data elements in related program budget and planning systems; establish and maintain operational procedures for these systems and supervise the implementation of these procedures;
h) Plan, organize and control the Organization's budget management and control function; closely monitor the allocation and allotment levels throughout the biennium against the approved budget appropriation levels; initiate any necessary corrective action;
i) Perform continuous analysis and forecasting of program budget implementation, as part of the resource coordination process, in order to provide advice and guidance to the respective teams to ensure the efficient and effective implementation of appropriated funds; identify gaps between effective and optimal management of corporate resources, as well as provide alternatives to fill gaps;
j) Evaluate and make recommendations with respect to operational plans, procedures, practices, and activities affecting the program budget cycle;
k) Participate in the planning and performance monitoring and assessment processes, including the elaboration of policies, guidelines and management tools;
l) Provide advice to Entities in the preparation and management of planning, programming and budgeting activities in the three phases: development, implementation, and performance monitoring and assessment;
m) Coordinate the work with other PBR projects and other governance, technical and administrative areas of the Organization, as needed;
n) When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
o) Participate as a member in other PBR Project Teams and in Cross-Organizational Teams as needed;
p) Perform other duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
A bachelor's and a master's degree in public administration, business administration, management, public policy/economics or related discipline from a recognized university.

Technical Expertise
-Theoretical knowledge and technical expertise at the highest level in all aspects related to corporate planning, programming, budgeting, performance monitoring and assessment in the health or social sector; in the context of the public sector, preferably in an international organization.
-Strong theoretical and practical knowledge and practices of resource steering, cost control, program budgeting and implementation in a results based management framewok.
-Strong public health and strategic thinking background showing resourcefulness, initiative, leadership qualities, skills to deals with difficult situations and sensitive areas.

IT Skills
Demonstrated ability to understand program management systems and effectively use computer software programs such as Microsoft Office Word, Excel, Access, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project will be an asset.
Experience:
Nine years of combined national and international progressively responsible professional experience in the development of and management of program budget, formulation and control. Experience should include supervising personnel working with complex data systems, such as those supporting planning, programming, assessment and financial management processes.
Languages:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

US$72,467.00 with primary dependants
