OBJECTIVES OF THE PROGRAMME :
The goal of this Regional Office country-focused project on Public Health and Migration is to provide technical assistance to Member States in their efforts to respond to acute and emergency situations related to the essential needs of the migrants experienced by border countries in the south eastern part of the European Region as well other areas of the European Region in emergency situations facing large inflow of migrants.

The work will entail strengthening migrant sensitive services, and contribute to developing and improving policies, health systems and interventions to reduce significant challenges to the health system of recipient countries.

One of the main aims of the project is to develop know how, expertise and capacity that can then be used by the European Region for other countries that may face massive migration related to emergency situations, identification of health care needs as well as service gaps to be addressed.

This is a cross-cutting project with a strong focus on the design and development of systems to strengthen the country's capacity when facing critical situations due to public health challenges related to migration. The project will produce necessary evidence and examples to contribute to the formulation of strategic direction and policies related to the work of Policy and Cross-Cutting Programmes and Regional Director's Special Projects (PCR), Divisions of Health Systems and Public Health (DSP), Communicable Diseases, Health Security and Environment (DCE), Non-communicable Diseases and Health Promotion (DNP) and Information, Evidence, Research and Innovation (DIR) in relation to the Public Health and Migration Project and its specific focus on capacity and preparedness for dealing with acute situations related to undocumented migration, which can then be applied to other countries in the European Region.

The project will closely link and coordinate with the Vulnerability and Health programme for the non-emergency issues of migrant health in the region and the other programmes within PCR Unit. The Coordinator of Public Health and Migration Project will also assist the PCR Director in resource mobilization actions and will support the PCR Geographically Dispersed Office in Venice in the liaison with the hosting Government.

Purpose of the post:
The Coordinator will have the overall responsibility for developing and leading the implementation of the Migration Project. This will include the management and oversight of related technical activities as well as the management of staff assigned to the cross-cutting project on public health and migration. The aim of the project is primarily to support EURO Member States in the Mediterranean area and as well other areas of the European Region, in emergency situations when facing large inflows of migrants whilst at the same time needing to secure quality health care.

A key element of responsibility is to advance cooperation and coordination of activities across different divisions and programmes of the WHO European Office, as well as design innovative approaches and partnerships for the coordination of the implementation of the projects with communicable diseases programmes, non-communicable diseases programmes and health systems. The Coordinator will be the representative of WHO in Italy as pertains to this project. Finally the Coordinator will also support the PCR Geographically Dispersed Office (GDO) in Venice in terms of liaison with the hosting Government as well as with resource mobilization activities, to support other work carried out by the Venice office, as well as for the Migration Project itself.
Description of duties:
  • Advising the Head, (PCR) and the Directors of DSP, DCE, DNP, and DIR on policies, strategic directions and priorities; project management issues, partnerships and development, including development of priority projects and fundraising related to the project on Public Health and Migration.
  • In collaboration with the GDO in Venice liaising with Italian Authorities, within WHO and with external partners to achieve targets related to the project planning and implementation of main deliverables of the project, with particular focus on fostering and coordinating of its integration with relevant technical divisions and programme within EURO and WHO.
  • Leading country-focused work in the operational range of the project including formulation, implementation, monitoring and evaluation of WHO project activities carried out in Member States in the Mediterranean area.
  • Leading the advocacy/communication work for the project in collaboration with Country Relations and Corporate Communication (CCC) and facilitate partnerships and resource mobilization efforts necessary to achieve the project and broader PCR fundraising objectives objectives.
  • Coordinating and maintaining liaison within WHO/HQ and with other organizations; and representing the Organization in the context of the specific objectives of the project.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in a scientific discipline, such as medical sciences, public health, epidemiology.
Desirable: Post graduate degree in public health and economics.
Skills:
Functional Skills and Knowledge :
  • Excellent knowledge of public health with particular focus on management of complex public health operations as well as strong knowledge of country based work.
  • Strategic thinking, leadership and ability to manage in innovative ways.
  • The incumbent demonstrates an excellent understanding of the complex interrelationships of factors which impact on Public Health and Migration in the European region.

  1. Experience:
Essential: At least 10 years of experience working in countries with member states and other international stakeholders with special emphasis on managing complex country operations, particularly with regards to health reforms cycle.
Desirable: European region knowledge and working experience.
Languages:
Essential: Excellent knowledge of English and basic knowledge of another WHO official language and/or EURO official language.
Desirable: Working knowledge of other EURO languages; knowledge of Italian.
