Job Summary

Clinical Service Manager will provide clinical preceptorship to Physicians, nurses, clinical officers and other trainees within the facilities and to provide technical support to the Members of the health management teams as needed. The individual will also provide mentorship at the facilities and support the Program Officers in preparations and implementation of their support to the facilities, districts and others as needed.

The position holder will lead the planning and coordination for technical support and specific initiatives within the AGPAHI Technical Team's overall scope of work. As such, the person will ensure that those activities are fully integrated into the HIV prevention, care and treatment program and will be accountable for meeting those deliverables within the program. Finally, this individual will be expected to be an integral part of the AGPAHI team as a representative of the most recent, evidence based information on HIV care and treatment for clinicians at the partner health facilities and with other stakeholders.

Clinical Support

Provide didactic and clinical mentoring in comprehensive HIV/AIDS care and treatment and other related conditions for physicians, nurses and other healthcare providers within the facilities as appropriate

Gather and analyze data and use data to plan and measure performance for comprehensive HIV/AIDS care and treatment and other related conditions

Lead the Implementation and evaluation of new strategies and systems of clinical service delivery

Lead planning for specific activities and initiatives within AGPAHI scope of work and coordinate others in the technical team to make sure that these activities are well integrated within the broader clinical program

Extrapolate data for monitoring and quality assurance purposes

Collaborate with Program Officers to advise on appropriate support to facilities for comprehensive HIV care for patients

Support Program officers in the implementation of specific trainings and initiatives

Lead the process of preparing AGPAHI's scope of work

Attend meetings, consolidate and write reports, and deliver presentations to a variety of audiences

Participate in select national HIV care and treatment related initiatives and ensure that national guidelines are implemented within AGPAHI care and treatment program.

Network with other (implementing partners, MoHSW, Prime Minister's Office and other national agencies) involved in HIV care and treatment and related activities and trainings to promote linkages between points of service and organizations working providing HIV care and support

Integrate evidenced based techniques and strategies into preceptorship activities

Supporting the Team

Prepare and coordinate with other team members for timely submission of all required reports, including but not limited to site workplans, trip schedules, travel schedules and trip reports

Prepare adequately for field trips in timeline agreed upon between the team. Collaborating with other staff and key partner health facility staff in preparation for trips so that workplans are developed with most up-to-date information relevant to upcoming trips

Report on implementation of technical support activities within the program through compilation of trip reports and other reporting documents

Qualifications and Experience:

MD or equivalent is required; with MMED in Pediatrics will be an added advantage

Minimum of 3 years of clinical experience required

Minimum of 3 years working in HIVIAIDS care and treatment at the national and/or international level

Technical proposal writing

Current clinical practice as Medical Officer

Excellent knowledge of national and World Health Organization guidelines on HIV care and treatment

Prior experience in capacity building, such as planning and facilitating trainings and providing technical assistance

Professional Skills Required:

1. Ability to read and interpret scientific publications

2. Ability to interpret and analyze data

3. Ability to provide written communication in a timely manner and adjusted to various levels of comprehension

4. Capacity to work both in a team and independently and the ability to utilize adult learning strategies in education

5. Strong computer skills (MS Word, MS Excel, MS Power Point minimally, and working knowledge and use of Statistical packages preferred)

6. Ability to spend extended periods of time in the field traveling within Tanzania approximately 60% of the time
