Consultant for Law Enforcement Training UNODC

  1. BACKGROUND The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS.

COPAK requires the services of an International law enforcement training consultant to prepare and to further develop the training syllabus in conjunction with national training consultants and institutes within the mandate of UNODC Country Programme specifically SP-1 The consultant will evaluate the ongoing training and workshops in the said subject matter and deliver training in accordance with the best international practice and results of evaluation. The incumbent will facilitate an impact on the outcome 1(illicit drugs and precursor trafficking), outcome 2 (Human trafficking and migrant smuggling) of Sub-Programme 1 and outcome 3 (Border Management) of Sub-Programme 1 and outcome 4 (Policing) of Sub-Programme 2. The consultant will be reporting to the UNODC senior Law Enforcement Advisor, who manages UNODC Country Programme Sub-Programme 1 and outcome 4 component of Sub-Programme 2 to deliver outputs that advance the related work plans according to the schedule agreed with the Government of Pakistan (under the overall responsibility of the country Representative of UNODC, Pakistan). 2. MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK. Assignment objective: The purpose of the assignment is to provide support and assist relevant law enforcement agencies with focus on imparting training under the aforementioned outputs and to deliver the training in accordance with curricula prepared by international experts for the training academies of the law enforcement agencies. The consultant will also provide logistical support as directed by Law Enforcement Advisor in training implementation plans that guide technical assistance under outcomes of the Country Programme as stipulated before.

Responsibilities and description: Under the supervision of the senior Law Enforcement Advisor and overall supervision of the UNODC Country Representative, the consultant will undertake the outlined duties below;

• Co-train with the International/national trainers engaged in devising and implementing training for the law enforcement agencies under the outlined country programme outcome. • Ensure training plans and curricula developed by the international trainers are relevant to “local “needs and if necessary, adapt as requirements dictate. • Provide logistical support in the implementation plans towards achievement of outcomes of sub-programme 1 and outcome 4 of sub-programme 2 of the UNODC Country Programme.

Expected Deliverables • Training preparation material created and / or adapted to suit identified needs of Pakistan’s Law Enforcement Agencies. • Training in Precursor /border management, imparting though specific need assessment requirements in conjunction with other relevant trainers. • Implementation of training plan for the continuation of research and training by locally based trainer(s), following delivery by an international expert. • Prepare evaluation reports of ongoing trainings in which the consultant has been directed to assist. • Reports on logistical /training assistance delivered or devised in any other area of sub-programme 1 or outcome 4 of sub-programme 2as directed by the law Enforcement Advisor. • Training in any other area as directed by Senior Law Enforcement Advisor.

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS • Minimum Education Master’s Degree in Law, Criminology, Policing, International Relations or in a relevant field from a recognized educational institution. If less then masters additional 10 years of experience will be required. • Minimum 10 years professional experience. • Experience with the UN would be an asset. • Excellent verbal and written communication skills in English.

Methodology • Completion of the work will require the consultant to work from home and to be present in Pakistan, with the senior Law Enforcement Advisor and Programme officers. He/she will review, compile documents and interact with governments counterparts, COPAK staff and will support, guide and direct necessary substantive and administrative inputs. Planning and Implementation Arrangements • The consultant will work closely with the senior Law Enforcement Advisor and the Country Representative, and have documents approved by them prior to release. • Although the Consultant is meant to take all views expressed into account, he/she will have to use his/her independent judgment in preparing requisite deliverables.

  4. Personal CV including past experience in similar projects and at least 3 references
  5. P-11 Form duly completed. Payment Schedule and Rate

The consultant will be issued an Individual Contract and paid in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates. 5. FINANCIAL PROPOSAL

• Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel; Travel cost including transportation and DSA for domestic and International travel will be paid by UNODC in accordance with United Nations rules and procedures..

EVALUATION Individual consultants will be evaluated based on the following methodologies: 1. Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [To be determined] * Financial Criteria weight; [To be determined] Only candidates obtaining a minimum of 60 points would be considered for the Financial Evaluation
