Duties and responsibilities:
The Deputy Director works with the Director of the OSCE Academy on all administrative and academic issues. In the absence of the Director the Deputy Director takes over the Director’s responsibilities. The Deputy Director
· Conducts, jointly with and under the supervision of the Director, the strategic planning ;
· Assists the Director in fundraising activities;
· Supports the Director in donor relations and liaison with the OSCE Centre in Bishkek, including through the preparation of financial and narrative reports;
· Prepares budget and financial statements in co-ordination with the Director;
· Represents the OSCE Academy to its partners and stakeholders and develops relations with them;
· Represents the Academy, together with the Director on Board of Trustees meetings;
· Jointly with the Director, develops and supervises the teaching and research activities of the Academy, including participation in the admissions and faculty search as well as programme evaluation;
· Jointly with the Director, develops and supervises the alumni network, the PR and visibility activities of the OSCE Academy in Bishkek, as well as its administrative process;
· Takes over parts of the daily administration in co-ordination with the Director, including the hiring, supervision and evaluation of the staff.

Required skills and experience:
· Masters degree;
· At least 5 years of relevant work experience in progressively responsible positions;
· Ideally educational or research management experience, experience in design of educational programme and in fund raising will be particularly valuable;
· Excellent management and supervision skills;
· Fluency in English and Russian, knowledge of a Central Asian language will be an asset;
· Effective interpersonal and communication skills.
The work schedule and salary are set by the Operational Manual and Contract. The salary
is competitive and commensurate with experience.
