Objectives

The Field Office of the African Development Bank in Togo (TGFO) was created to enhance dialogue between the Bank and the government, development partners, the private sector and the civil society on the design of its development policies and programs, as well as to implement, monitor and evaluate its poverty reduction strategy. The Office also strives to support the Bank Group’s operational functions by ensuring the commencement and monitoring of projects and programs in Togo, strengthening project management, promoting a participatory approach and regional integration. TGFO is inviting qualified candidates to apply for the position of Local Education Economist based in Lomé, Togo.

Duties and responsibilities

Under the technical supervision of the Division Manager, OSHD.2, and the administrative supervision of the Resident Representative, the incumbent will:

  • Contribute to the preparation and evaluation of policies and strategies relating to the development of the education and higher education, microfinance, health and gender sectors;
  • Participate in missions to identify, prepare and evaluate projects/programs in the education sector, other social sectors and operations with a social component in Togo and other countries;
  • Participate in the launching, supervision, project mid-term review and completion missions for education sector projects, as well as portfolio review and report preparation;
  • Provide advice and expertise to officials of executing agencies on issues and priorities in the education and other social sectors, the technical aspects of projects as well as the Bank’s rules and procedures, especially with regard to the procurement of goods and services, and disbursements;
  • Participate in the preparation and conduct of economic and sector work in the education and other human development sectors;
  • Represent the Bank in seminars, conferences and workshops on issues related to the education/training sector and other sub-sectors of the social sector;
  • Ensure the monitoring of recommendations made in supervision, mid-term review, portfolio review and audit reports by giving appropriate attention to monitoring/evaluating indicators of the project logical framework;
  • Participate in PTFS joint periodic missions of the education sector and related sectors in Togo, and missions to update the RBCSP as well as the preparation of RBCSP completion reports ;
  • Collaborate with other development partners to harmonize approaches, shared experiences, and continuous improvement of practices, and integrate education sector policy commitments in project management;

Selection Criteria

At least a Master’s degree or equivalent degree in a discipline related to education economics such as education planning, and proof of further training in public policy or public administration;

  • A minimum of five (5) years’ relevant experience in education policy or strategy, institutional development and sector governance, sector reforms and private sector participation;
  • Proven experience in formulating education policies and strategies, programme development and education sector reform implementation, in particular economic, regulatory, and institutional reforms;
  • Proven ability to conduct sector dialogue on issues related to educational policies and human development (public sector reform, sector financing, private sector participation and regulation) and analytical capacity to include political and institutional development components in a wide range of issues related to the education sector;
  • Good knowledge of analytical, planning and programming methodologies and techniques, the education sector, as well as sector governance issues;
  • Proven ability to lead a group of experts for effective project and program implementation;
  • Good skills in the use of ERP, preferably SAP and standard MS Office software (Word, Excel, Access and PowerPoint); and
  • Ability to effectively negotiate and communicate in English or French, with a practical working knowledge of the other language.
