Head of Unit EIPA

The European Public Management Unit is located in Maastricht and is EIPA’s centre of expertise on a variety of key issues for public administration. The unit develops and offers courses and seminars, delivers comparative research and studies, as well as providing consultancy and advice on topics such as change management, quality management and the Common Assessment Framework (CAF), customer satisfaction, human resources, comparative research of national public administrations, policy coordination and implementation at the national level, public private sector relations, leadership and e-Government.
The new Head of Unit will lead a team of 11 experienced professionals and report directly to the Director-General of the Institute. The development of new markets and programmes will be an important task, in addition to the establishment and management of professional networks. Based on your reputation and proven expertise in Public Management, you will develop and execute innovative and successful income-generating seminars. Furthermore, you will be lecturing in your field of expertise, as well as being involved in best practice, research and comparative studies. You will be a member of EIPA’s Corporate Management Team and contribute to the strategic steering of EIPA.
Your profile
You hold a Master or Doctorate degree and solid experience in the public sector, as well as experience in training, research and preferably also consultancy. A number of years in a programme management position would be a considerable asset. You possess a very high level of expertise and profound knowledge in at least one area of public administration, and you maintain an extensive professional network.
You support, promote and ensure alignment with the organisation's vision and values and you understand how an organisation must change in light of internal and external trends and influences; you are a business partner for Management. You have a flexible mindset, open to different and new ways of doing things. You generate valuable ideas and use these to develop new or improved processes, methods or services.
As a (former) senior civil servant you are interested in further developing your expertise and knowledge in a European context. You are a public management expert with a solid personality, and you know how to coach people and manage complex projects. You are also an excellent project manager with a businesslike approach.
Of course, you have an excellent command of English and preferably also French.

EIPA offers an attractive salary and in addition to 8% holiday allowance, EIPA offers a minimum of 48 holidays per year and other secondary terms of employment. If eligible, a 30% tax reduction can be part of the package.
